As a Program Manager you will serve as the Director of the White Oak Federal Research Center (WO FRC) located in Silver Spring Maryland within the Metropolitan Service Center, Public Buildings Service (PBS), National Capital Region (NCR), General Services Administration (GSA). We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Formulates, develops, implements and maintains policies, programs, plans, and objectives to effectively and efficiently plan for, manage and control the delivery of services and activities. Formulates, develops and implements the business strategies, plans, objectives, programs, and policies to effectively and efficiently manage a program. Oversees and ensures the provision of quality customer service and support to a diverse customer base by the assessment of customer's needs and satisfaction of customer's expectations. Provides continuing interaction and response to the customers' needs, requirements, issues and problems. Provides senior level business and procurement advice to the Director, program matters, strategic and tactical planning and execution, business management issues and initiatives, security issues, and program analysis, execution and evaluation issues, and most importantly, procurement related issues as it pertains to the WO FRC. Supervises, directs, manages and coordinates the following activities: The delivery of services relating to building operations and maintenance. The delivery of quality space to meet the housing requirements of FDA through assignment to GSA controlled or Federally-owned space or the acquisition of lease space. The delivery of project management and procurement related contract administration services associated with funded new construction projects for major renovation and/or modernization projects, repair and alteration projects, construction contracting, lease purchase and site purchase projects.

Qualifications

Specialized Experience: is directing, managing, and coordinating: facilities management, project management, and contract administration services business strategies, plans, objectives, programs, and policies quality customer service and support to a diverse customer base by assessing customer's needs and satisfaction of customer's expectations. financial and budget planning for a complex program Such experience must include: developing and implementing policy and procedures, including analyzing and monitoring programs or policies; presenting complex issues and providing recommendations to senior leaders and developing and maintaining systems of records and internal controls.
