The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.
Duties
Lead, manage and oversee the efforts of a team of cross-program resource analysts performing analysis on NIP budget requests and execution data to ensure accuracy and consistency with IC strategic priorities, compliance with guidance, regulations, laws, and usage of sound budgeting and financial management practices.
Guide the development and evaluation of alternatives to address budget issues, and provide structured recommendations to IC leadership in accordance with IC policies and procedures, and viewpoints from key stakeholders.
Collaborate with portfolio stakeholders across ODNI and the IC program elements to identify strategic priorities, current capabilities and resources, and future requirements, and provide stakeholders with resource analysis and recommendations for addressing resource priorities within the planning, programming, and budgeting cycle.
Oversee the development of decision support products (e.g., briefings, reports, data visualizations) for IC CFO and ODNI leadership, senior policymakers, and senior U.S. Government officials.
Lead the production of budget resource justification materials related to cross-program portfolios for Congressional Budget Justification Books, IC CFO and DNI budget testimony, as well as related inquiries on portfolio resourcing and performance, such as Questions for the Record and Congressionally Directed Actions.
Interface and collaborate with the National Intelligence Strategy (NIS) mission owners, National Intelligence Managers, and/or IC functional oversight offices to determine resource needs to satisfy priority requirements.
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.
Qualifications
Mandatory Requirements
Expert knowledge of the IC, DoD, Office of Management and Budget, and Congressional budget processes and procedures.
Superior ability to conduct independent research, apply analytic techniques, and synthesize data to analyze complex IC program, mission and capability issues, and produce clear, logical, and concise recommendations and products.
Superior leadership skills to include the ability to plan strategically and manage multiple tasks and projects under short deadlines.
Strong interpersonal and superior oral and written communication skills to collaborate with internal and external stakeholders and make recommendations to ODNI senior leadership on current and future NIP resources.
Expert ability to develop consensus recommendations and to solicit input from colleagues and peers; superior ability to remain open- minded and change opinions on the basis of new information and requirements.
