Duties
Prepares for, maintains currency for, and executes an advanced role in DCO. Applies Information Technology (IT) cybersecurity principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability for 65 CYS and Combined Space Operation Center (CSpOC) systems.
Leads and or participates in discussions, meetings, conferences, committees, or special IT projects.
Evaluates contractor proposals to determine their capability to fulfill operational requirements.
The employee will identify and mitigate security vulnerabilities and risks; and maintain server integrity and availability.
Represents Del 6, and 65 CYS at meetings, conferences, briefings, and seminars related to program planning and sustainment, advanced technologies, and support system concepts. Leads and or participates in discussions, meetings, conferences, committees, or special IT projects.
Serves as Support Flight Deputy Director for 65th Cyberspace Squadron Support Flight. Support cyberspace defense expertise supporting mission computing/networking systems' operational design and proposal review.
Serves as technical advisor for the organization. Provides telecommunications expertise in estimating the installation, modification, maintenance, operation, and support of both existing and new telecommunications systems.

QUALIFICATIONS:

BASIC REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

In addition to meeting the basic requirements above, to qualify for this position, you must also meet the specialized experience requirements listed below.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience includes: identifying and mitigating security vulnerabilities and risks; evaluate contractor proposals to determine their capability to fulfill operational requirements; assess requirements, needs, facilities, and systems to enhance national mission assurance for space-based systems; analyze functions and programs, plans, manages activities, and integrate workforce related analyses and associated administrative management functions; performs complete technical evaluation of the most difficult projects and translates customer requests into operational concepts; prepares plans, drawings, manuals, and technical evaluations/specifications.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of cyberspace defense and cybersecurity principles, concepts, practices, products, services, and methods for evaluating risk and vulnerabilities, implementing mitigation improvement, and disseminating cyberspace defense security tools and procedures, to also include of a broad range of cyberspace defensive concepts and principles, network and host operating modes, related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
2. Knowledge of strategic cyberspace defense operational and organizational planning, architectural analysis, programming, requirements analysis, and reviews to develop DCO enterprise planning, operational concepts, and roadmaps for implementation; and AF and Joint exercises, to include knowledge of Network Defense systems, tools, techniques, and procedures to support Cyberspace Defense systems (or other) operational mission; and the understanding of computer hardware and software capabilities, multiple operating systems to include its virtual application, telecommunications, database management, advanced intrusion detection/prevention capabilities and techniques, networks, computer security, file systems, and storage area networks. The incumbent has the ability to operate the satellite and ground control systems and subsystems as they pertain to understanding the Key Terrain-Cyber (KT-C) required to ensure Mission Assurance of these systems, to include knowledge of safety and security, and regulations, practices, and procedures; and security procedures to maintain control of classified material.
3. Knowledge of contracted products and services ensuring they are in full compliance with contract requirements and the contracts are being implemented effectively and efficiently to meet organizational goals. Also knowledge associated with methods and techniques such as contracting procedures/legal requirements, and cost analyses to include negotiating and/or defending findings and program support concepts.
4. Skill in and ability to analyze, plan, organize, direct, and adjust the functions and supervise, mentor, motivate, and appraise the staff of an organization to meet program requirements and objectives within available resources; and ability to direct the efforts of a large Cyberspace Defense professional workforce for 24/7/365 operations. Proficiency to anticipate new security threats and to remain aware of evolving technical infrastructures; the employee also possess the skill to use critical thinking to analyze organizational patterns and relationships.
5. Ability to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.
6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
