Duties
The Executive Director, Aviation Division for Policy, Plans and Engagement (PPE) is an executive-level management official in TSA primarily responsible for establishing and maintaining a network of aviation transportation sector partners for the purposes of facilitating cohesive and consistent communications related to security within the aviation industry. The responsibilities of the position include the formulation of aviation security policy development, industry engagement to ensure the effectiveness of the Federal stakeholder and industry operator networks in comprehensively addressing security issues and processes, and programs. These responsibilities have agency and nation-wide impact and influence, which include providing innovative and expert leadership in the establishment and implementation of comprehensive aviation transportation security policy and communication strategies through collaboration with Federal stakeholder and industry operator partners in accordance with applicable policies, procedures, laws, and directives.
High level duties include:
Exercising supervision through subordinate managers responsible for Commercial Aviation, Commercial Airports, Air Cargo, and General Aviation Security Policy and Industry Engagement.
Engaging a network of aviation transportation partners for purposes of ensuring regular, recurring, and current aviation transportation related security information is shared. This information network is critical in effectively enhancing security in both day-to-day activities and responding to crises. Ensuring key information is shared timely within the network and among its industry association partners, as well as with other component organizations within TSA, the Department and the Federal government.
Directing the aviation policy improvement process consisting of identifying the desired aviation security outcomes on a nationally-significant, risk-priority basis; aligning the desired security outcomes with regulated entities; creating a set of defined outcomes and/or standards that regulated entities meet/should meet; developing performance testing of desired outcomes, with process checks and audits for covert testing based upon regulation specific requirements; establishing a risk-based, statistically valid performance baseline and driving performance improvement by implementing a variety of incentive mechanisms.
Providing expert security guidance to industry association partners and government sectors on aviation security policy issues. Working closely with aviation industry partners to coordinate national policy development. Provides expert transportation security information at industry-sponsored conferences/meetings.
Serving as the industry aviation security policy expert for TSA. Understanding and appropriately interpreting transportation security regulations, and developing and facilitating the implementation of aviation policies and regulations; maintaining awareness and /or knowledge of the most current, impacting and proposed/enacted legislation in the area of aviation security.
Qualifications
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations.

Professional/Technical Qualifications (PTQs):
1. Knowledge of aviation security standards, procedures and regulations sufficient to manage a national program.
2. Experience developing and/or implementing policies or programs with national or industry-wide implications or with other large-scale applications.
3. Knowledge of the relationships between Department of Homeland Security components, programs and private sector organizations and/or other governmental departments, bureaus, and equivalent organizations in monitoring, networking and managing aviation security.
Executive Core Qualifications (ECQs):

ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
