About the Position: This position is with the Los Angeles Construction District, Technical/Enviromental Support Branch, located in South El Monte, California. Work includes inspection and construction management supporting field and office engineering.

Duties

Serves as a senior Construction Control Representative. Supports one or more of the following program areas: Civil Works, Military, HTRW, Environmental, and Interagency- International Support, and/or emergency or disaster operations support. Performs Biddability, Constructability, Operability, and/or Environmental (BCO/BCOE) reviews of plans and specifications. Participates in pre-bid and pre-construction conferences informing contractor of requirements on construction scheduling, reporting, safety measures, and labor issues. Reviews contractor's proposed work schedules for logic, adequacy, and feasibility and determines if schedules will be met. Monitors contractor’s quality assurance and quality control (QA/QC) systems. Gathers field data to negotiate contract modifications and claims. Compiles data and prepares a variety of correspondence, reports, and documents throughout the contract and construction period. Attends safety meetings conducted by the Resident Engineer and/or contractor's representatives. As required, participates in emergency and disaster operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent is required to maintain a valid driver's license.
  • The incumbent must have the ability to lift items up to 50 pounds.
  • Incumbent must be able to obtain special training, licensing, certification, refresher courses, and/or permits, such as for OSHA 30.

Specialized Experience: One year of specialized experience which includes coordinating and planning construction methods and procedures with contractor personnel; evaluating construction projects for compliance with plans and specification; inspecting construction work sites and work in progress for; AND performing quality control duties on large, moderate to complex, renovation and new construction projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-10). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Contract Management/SupportOral CommunicationProject Planning, Design, and ConstructionQuality ManagementSafety and Environmental Compliance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
