This position is in the Access & Office of Community Care, Birmingham VA Health Care System Birmingham, Alabama.
Duties
Major duties include, but are not limited to:
Responsible for training all managers on timekeeping during their orientation process.
Serves as a consultant in timekeeping issues to Access & Office of Community Care Service (AOCC) supervisors.
Maintains and codes accurate timecards for more than three hundred employees in Access & Office of Community Care Service.
Determines the entitlement of the employee based on when the hours of work are performed to premium such as Sunday, holiday, and night differential.
Notifies via an established e-mail group, Payroll, Education, Employee Health, Pharmacy, Safety, IRM, etc. when an employee changes AOCC Time & Leave (T&Ls) or transfers out of AOCC to another service within BVAMC so their records can be updated.
Performs work involving the collection, compilation and/or tracking of data and statistical information in support of the organization's program operation.
Uses software applications to draw information to assist in preparation of reports.
Types specialized terminology from varying fields of medicine, science, and/or law and utilizes reference materials.
Reviews correspondence and reports for correct formatting, spelling accuracy, clarity of expression, sequential logic, etc.
Maintains electronic education employee transcripts software per assigned T&Ls.
Ensures accuracy in transcript entry.
Serves as liaison between AOCC and Clinical Services.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing clerical and/or administrative support; collecting, compiling and tracking data and information; Timekeeping duties; processing documents and reports; establishing, updating and maintaining office files and records; performing automation duties using such software applications such as word processing, spreadsheet, electronic mail, desktop publishing, database and/or graphics; ability to research and gather data; and knowledge on leave and pay policy and/or regulations for Title 5 General Schedule and Title 38 employees.
OR Education: Successful completion of 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR Combination: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grade GS-5. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
Proficiency Requirement: Must be able to type 40 words per minute.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
