The primary purpose of this position is to provide the Logistic Readiness Squadron commander and senior leadership with an assessment of the Logistics Readiness Squadron's ability and provide planning, directing, organizing, and exercising control over nonsupervisory assigned employees.
Duties
Plans, organizes, and directs the activities of 21st Logistics Readiness Squadron, ensuring that Quality Assurance Program complies with legal and regulatory requirements and meets customer needs.
Serves as the Logistics Readiness Squadron quality assurance technical advisor.
Resolves discrepancies, differences of opinion, clarifies requirements, solves problems, and initiates changes.
Exercises supervisory personnel management responsibilities.
Conduct annual Evaluator Proficiency Evaluations (EPEs) on unit evaluators to ensure proficiency and standardization following guidance contained in AFI 20-112, Logistics Readiness Quality Assurance Program (LR QA).

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Employee must be able to obtain and maintain the appropriate SECRET security clearance.

- May occasionally be required to work other than normal duty hours which may include overtime and/or irregular hours.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. (CONT)
- (CONT) Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Work is conducted primarily in an office environment with adequate heating/air conditioning; however may be required to work outside in the performance of inspection observation of unit programs at all hours in all weather conditions. (CONT)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Quality Assurance Series 1910.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes includes practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Comprehensive knowledge of quality assurance methods, principles, and practices to plan, direct, and/or accomplish a variety or work assignments involving all facets of a quality assurance program. Knowledge of transportation, material management, deployment readiness, weather, and airfield management, processes, and procedures. Knowledge of Department of Defense operating policies and procedures and related functional/administrative activities such as procurement, logistics, production, and supply to effect appropriate interface/coordination of quality assurance plans and programs.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. You must submit copies of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive Knowledge of Transportation, Material Management, Deployment Readiness, Weather, and Airfield Management.
Broad Knowledge of quality assurance rating/evaluation/reporting processes.
Thorough Knowledge and skill in developing checklists, inspection criteria, and compliance directives.
Knowledge of safety, and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a medium to large sized organization.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
