This position is located in the Director, Secretariat for Special Operations (SSO), and works for the Director of Administration, who is responsible for providing oversight for all actions and initiatives related to programs, budgets, fiscal responsibility, audits, funding, and other financial responsibilities, and the full cycle of budgeting from planning, programming, appropriations, and execution.
Duties
Incumbent typical work assignments may include the following:
Provide advice, guidance, and support in all aspects of financial management for the Director, SSO, Office of the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict (ASD(SO/LIC)) for preparation of the biennial Budget Estimate Submission (BES).
Assist the Comptrollers and budget Directors of Military Departments and Defense Agencies concerning the conversion of their approved BES into congressional justification materials in support of the President's Budget.
Provide expert advice to ASD(SO/LIC), SSO leadership and staff on key strategy planning, programming, auditing and budgeting.
Prepare comprehensive reports for current year funds execution and provide oversight of the financial database system to ensure the reliability of data and related budget products.
Develop reports, spreadsheets, and presentations to capture and display historical, current, and planned financial data for leadership decision-making, and develop obligation plans and execution reports including the execution of program funds including contractual obligations.

- Financial Management Level 2 Certified position at the GS-13 and Level 3 Certified position at the GS-14.
Qualifications
In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program (DFMCP)", this position requires a Level 2 Certification at the GS-12/13 grade level and a Level 3 Certification at the GS-14/15 grade level under the DoD Financial Management (FM) Certification Program. If the incumbent is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status. You may qualify at the GS-13 level if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience with: the Defense Planning, Programming, Budgeting System (PPBS); Congressional authorizations and appropriations and OMB and Treasury policies/directives; and developing briefing materials and responses to DoD Comptroller and OMB on Budget Estimate Submission (BES) issues and queries.
You may qualify at the GS-14 level if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience with: the Defense Planning, Programming, Budgeting System (PPBS); Congressional authorizations and appropriation and OMB and Treasury policies/directives; and planning testimony for and briefing top officials or other witnesses scheduled to appear before congressional committees.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
