About the Position: As an Operations Project Manager (OPM) over the Ohio, Allegheny and Monongahela River Navigation Lock and Dam systems has overall responsibility for operations, maintenance and repair of the locks, dams, channels and associated structures at up to 23 different navigation projects
Duties
Establishes long range planning schedules and goals for the operations supervisory specialists based on priorities, funding, and policies established at higher levels of supervision and on available staff resources.
Prepares annual and outyear operating budgets for the river system.
Interaction on a regular basis between work groups such as Pittsburgh Waterways Association, U.S. Coast Guard, navigation industry, to facilitate passage of river traffic and to maintain navigable channels in the pool.
Makes field visits to ensure that lockmasters are complying with proper operation and maintenance procedures.
Deals directly with the navigating industry on a wide range of controversial topics including lock closures, locking procedures, high river flows, ice problems, etc.
Is responsible for environmental compliance of all facilities
Develops performance standards and makes formal and informal performance appraisal of operations supervisory specialists and staff; identifies training needs; and recommends and/or approves awards.
Counsels employees on problems and when appropriate, issues reprimands, suspensions and removals; resolves informal complaints through discussion with employees and union representatives; participates in partnering/negotiating with the union.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent utilizes computers and software, including Corps-developed software.
- Work frequently requires walking, standing, bending or carrying light objects. Exposure to hazardous conditions includes but is not limited to working near machinery, working in inclement weather and working over water.
- One year trial/probationary period may be required
- One year supervisory trial/probationary period may be required

Specialized experience GS-12: One year of specialized experience which includes: Establishing planning schedules; preparing annual and outyear operating budgets for the river systems; coordinates the overall operation and maintenance actives of the navigation river system; repairs and maintenance records; administration of facility operations; oversight of federal wage system (FWS) and general schedule (GS) employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
