Duties

Summary: The primary purpose of this position is to serve as the technical authority and focal point for Audiovisual Presentations, responsible for planning, programming, system development and operations and maintenance for the MAJCOM Commander Air Force Space Command, NORAD/NORTHCOM Commander, SMDC/ARSTRAT Commander, 21st Space Wing Commander all tenant organizations, foreign/domestic visiting dignitaries and contractual organizations, and VTC facilitation to MAJCOM Commander Air Force Space Command, NORAD/NORTHCOM Commanders, 14th AF Commander, 21st Space Wing Commander and foreign and domestic visiting dignitaries and contractual organizations. Duties: Audio Visual Presentations: Serves as the main focal point for audiovisual presentations in support of MAJCOM Commander Air Force Space Command, NORAD/NORTHCOM Commander, Army USASMDC/ARSTRAT Commander, 21st Space Wing Commander, CMAFS, foreign and domestic visiting dignitaries, five branches of service (Army, Navy, AF, Marines, Coast Guard), Canadian Forces, contractual organizations, numerous base agencies and the general public. Teleconference Operations: Serves as Video Teleconference program manager responsible for planning and coordinating video teleconferencing (VTC) support to the MAJCOM Commander Air Force Space Command, 14th Air Force Commander, NORAD/NORTHCOM Commanders, 21st Space Wing Commanders, CMAFS, Air Force Global Separated Units (GSU's), foreign and domestic visiting dignitaries, numerous base agencies including Joint Forces activities worldwide, contractual organizations, numerous base agencies and the general public. Performs supervisory personnel management responsibilities. Manages the Wing Presentations audiovisual self-help checkout program.

  • Position requires daily contact with high ranking military and civilian personnel within and outside the agency. Effective written and oral communication skills are essential in this position.

  • Position is designated non-critical-sensitive and incumbent must be able to obtain and retain a SECRET security clearance. A non-disclosure agreement must be signed.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1001, General Arts and Information Series (Two-Grade Interval Positions). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide array of various types of audiovisual and video teleconferencing equipment such as computers, monitors, AMX panels, projectors, audio/video switchers, video cameras, video scalers, audio rack systems, audio amps, wireless microphones and receivers and portable rack systems. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of experience and more than 2 years of graduate level education may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of managing the use of video teleconference and audiovisual systems to include operation, application and theory with proficiency in presentation software packages and specialized equipment to run computer generated briefings. Knowledge of potential audiovisual/video teleconferencing issues, mission requirements, program goals and objectives, work processes, subordinate issues, and training requirements and objectives. Knowledge of budgetary methods, practices, procedures, regulations, precedents and policies as they relate to operating the budget for audiovisual and VTC systems, equipment and services. Skill in audiovisual and video teleconferencing equipment operation to include; LCD projectors, digital touch control panels, video switchers, audio mixers, portable and stationary audio/video rack systems, video cameras, wireless microphones and receivers and laptop computers. Skill and thorough understanding of the coordination and management of audiovisual and Video Teleconferencing functions and techniques, and of relationships between visual information services and all other associated organizations. Ability to effectively analyze and coordinate elaborate work details, meet critical deadlines, and exercise tact and diplomacy while communicating both orally and in writing to maintain effective and productive working relationships with customers, peers, supervision and senior leadership; and the ability to interpret and ensure compliance with federal, DoD, USAF and other level regulations, instructions and other guidance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
