This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Anniston Army Depot is located in Anniston, Alabama in the foothills of the Appalachian Mountain chain halfway between Atlanta, GA and Birmingham, AL just off Interstate 20. The Depot is the largest employer in Calhoun County with approximately 4000 employees.

Duties

Utilizes the train brake to slow and stop trains by braking all of the train cars as well as the locomotive, under the operating conditions. Performs as a brakeman by handling, switching, and spotting railroad cars. Performs as a conductor by directing the train crew in the placement, spotting, switching, and classification of cars and the safe operation of the engine and its train. Operates diesel-electric locomotives by manipulating levers, throttles, and valves and constantly checks tachometer to avoid overloading during operations. Couples and uncouples cars, throw switches to shunt cars and/or locomotives into different tracks. Controls movements of engine and train by use of hand signals and makes determination for next placement of engine and cars. Makes minor repairs and performs preventive maintenance inspection for repairs needed. Prepares daily inspection report of diesel-electric locomotives, showing repairs needed and condition of equipment. Inspects locomotive running gear, brake shoes, and tests brakes; ascertains that air pump and reservoirs are functioning properly. Follows specific oral instruction concerning the destination, purpose of trip, and work to be done. Listens and watches for indications of, and signals from, other railway locomotives, vehicles, personnel, and equipment. Receives and relays hand signals for train movement. Skilled in using the train brake to slow and stop trains by braking all of the train cars as well as the locomotive, under the operating conditions. Uses knowledge of locomotive operation, including track use, signaling, and safety rules and procedures. Operates one or more types of locomotives to pull a wide variety of types, sizes, weights, and numbers of cars and cargo under various weather, visibility, and track conditions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must possess and maintain current Locomotive Engineer Certification.
  • This position requires a medical examination prior to employment and annual there after.
  • This position is a drug tested position. Incumbent is required to sign a DA Form 5019, Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug Free Federal Workplace Program.
  • Position requires the incumbent to be cleared IAW requirements of AR-190-11, Physical Security of Arms, Ammunition, and Explosives.
  • Position requires the incumbent to meet the requirements of AMCR 350-4, Training and Certification Program of personnel working in ammunition operations.
  • Position is subject to the Lautenberg Amendment to the Gun Control Act of 1968.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Locomotive Engineer ~ without more than normal supervision. To meet the screen out element, applicants should document experience or show the ability to do the following - Maintain alertness, vision, and contact with the conductor and crew, avoid engine overload, prevent damage to train and cargo, prevent injury and accidents, monitor the work activities of the train and its crew, with assistance from the train crew, coordinates the safe and efficient movement, breakup and makeup of the train as necessary to complete work assignment, utilize proper signals for railroad operations, plan the best sequence of arranging pickup, and setting out cars, in order meet deadlines, and comply with safety regulations and practices. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Incumbent must exercise considerable agility in climbing on and off stationary and moving cars. Uses considerable effort in manipulating controls for starting, stopping, and braking engines; coupling and uncoupling cars; and throwing switches. May lift items weighing up to 50 pounds. Working Conditions: Work is performed outside in all weather extremes. Is exposed to loud noise, dust, fumes, and exhaust. There is danger in working in and around moving trains. Operations include receipt of incoming cars of general supplies and munitions. Incumbent is subject to injury as a result of mounting and dismounting cars and walking along tops of freight cars.
