Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Associate Director for Administration, Management Support Division, Support Services Branch in Jefferson, LA.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. The incumbent exercises the full range of supervisory personnel management authority and responsibility over a multifunctional staff. Incumbent is responsible for the overall quality and timeliness of staff accomplishments. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares work schedules; assigns work to subordinates based on priorities, selective consideration of difficulty of the assignments and the capabilities of employees; evaluates work performance of subordinates; provides advice, counsel, and instructions on technical work and administrative matters; interviews and selects or recommends selection of candidates for subordinate positions; hears and resolves complaints from employees; recommends and/or approves disciplinary actions ranging from warnings to suspensions; develops work standards and identifies ways to improve production or increase the quality of work produced.
2. Incumbent is accountable and responsible for the assigned area of responsibility to include development, documentation, and operation of both internal processes and administrative controls to assure that obligations and costs are in compliance with applicable laws, and that funds, property, and other assets are safeguarded against waste, loss, and unauthorized use or misappropriation. Assures that revenue and expenditures are properly recorded and accounted for, permitting preparation of sound and reliable financial or inventory reports.
3. The incumbent coordinates space issues between BOEM and BSEE at the shared Regional Headquarters and the District Offices located in the GOMR as well as the Houston Engineering office in the Leland Federal Building. Serves as the liaison to BSEE and BOEM Regional Director's (SES) and HQ's, other senior program managers, and District Manager's. Partners with leadership to strategically develop optimal solutions while planning for growth of the workforce and changes due to reorganization. Ensures all projects timelines are communicated on a recurring basis to the regional leadership.
4. Provides leadership, guidance, and expert advice for all space and facilities management functions that include space utilization assessments, occupancy and space planning and design, coordinating space alteration activities, lease management in coordination with the General Services Administration (GSA), managing labor and logistical efforts, setting up meeting rooms for events, and oversight of building and facilities operations.
5. Analyzes and evaluates space requests from regional leadership, considering organizational structure, staffing, mission, stability, program changes, locations, special requirements, and uses. The incumbent coordinates design, construction and build-out activities to be completed in accordance with prescribed schedules; taking corrective action as necessary to overcome delays, shortfalls in design and/or construction projects through continuous and aggressive liaison and coordination with all parties concerned. Liaisons with GSA Realty Specialist and contracting officers on building services needs and concerns. Directs and coordinates the operation of construction, alteration, and repair projects.
6. Negotiates modifications to GSA and/or contract cost time schedules. Monitors and inspects work in progress to ensure that quality workmanship and materials are provided in accordance with project specifications and final cost estimates. Ensures that building/offices are adequately maintained.
7. Evaluates space management practices and policies for application throughout BSEE and BOEM space. Develops and performs assigned projects to improve and validate existing space management practices, safety procedures, work methods, policies, and procedures for the proper management, operation, maintenance, and repair of systems and equipment within BSEE controlled facilities and leased space.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-14: $116,393 (Step 1) - $151,308 (Step 10) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Directing most aspects of support services such as determine the adequacy of building services, furnishings, and fixtures; plan and schedule space alteration projects; warehouse management; property management; or mailroom and receiving operations.
2. Interpreting blueprints for various construction projects (e.g., electrical, mechanical, and plumbing, etc.).
3. As a Contracting Officer's Representative (COR) monitors contractor progress in fulfilling the technical requirements specified in contracts.
4. Applying project management principles, methods, and practices to plan and carry out major building and facilities operations, office construction and renovation.
