The Emergency Management Specialist assist the various program coordinators in preparing for and carrying out emergency functions during recover from emergencies and disasters.

Duties

Major duties and responsibilities include but are not limited to the following: Program Oversight Support-35% Contributes in the implementation of guidelines that impact the day to day operations and the associated emergency management activities and functions. Provides assistance in implementing workforce goals and coordinates personnel resources at the VAMC (includes periods of activation). Analyzes and evaluates, on a quantitative and qualitative basis, the effectiveness or programs or operations in meeting established goals and objectives. Exercise, Evaluation, and Community Relations-35% Assists in the advancement of healthcare system programs through risk documentation, mitigation, training of internal and externally in collaboration with community partners. Provides input in the revision and review of policies, procedures, mission objectives and/or organizational design for mission accomplishment of complex and evolving issues and functions, including the development of appropriate national guidance and procedures as it relates to CEMP, Environment of Care (EOC), and COOP activities for VHA. Provides aid to the Emergency Management manager in maintenance of VAMC emergency operations plans in support of internal and external requirements and mandates. Establish and maintains relationships with the stakeholders, and/or community in order to communicate and disseminate program information with results in an understanding of the agency's mission and activities. Logistics, Resource Management and DEMPS Coordination-30% Assists in the tracking of contingency supplies and equipment, maintenance of databases and resource requirements to meet objectives and provide support as needed. Works with the Emergency Manager to serve as a secondary responsible party for deliberate planning, operations, and logistics. When assigned, manages and coordinates the procurement, mobilization, utilization and demobilization of resources and assets. Has working knowledge of technical requirements, wrap around services, and training needs to deploy resources to alternate care sites including critical communication assets to ensure interoperability with local, state and national agencies. Provides support for the Hospital Incident Command System (HICS) for drills, exercises and planned events. Ensures supplies, communication requirements and OI&T support are deployed and operational when the HCC is activated in response to any exercises or a real event. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Valid State Driver's license required, will be verified at interview. You may qualify based on your experience and/or education as described below: Specialized Experience: Do you possess at least one (1) full year of specialized experience in or related to the emergency management specialist position that provided the specific knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, this specialized experience must have been equivalent to at least the GS-9 grade level in Federal service. Previous experience in emergency management is required such as experience in positions that require working knowledge of pertinent laws, objectives, precedents, guidelines and policies governing various emergency management programs; experience in positions that required of how regulatory programs are administered to select and apply program evaluation and measurement techniques in determining compliance with emergency preparedness and management rules and regulations; knowledge of a variety of emergency, contingency and operations pans, policies, and directives to provide advice and assistance; skill in applying basic data gathering methodologies to collect various types of information and knowledge of database entry programs and management; and interpersonal skills to function effectively with management, staff, and community emergency management organizations -OR- Substitution of Education for Experience: I possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, or LL.M., with a major in Emergency Management for related field, may be substituted for specialized experience to qualify for this grade 11 position. Ph.D. or equivalent doctoral degree must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: Transcripts Required. -OR- Combination Education and Experience: I possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Emergency Management Specialist may be used to meet the experience requirements for this position. NOTE: Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the grade 11 level. Transcripts Required. You will be rated on the following Competencies for this position: Administration and ManagementAnalysis and Problem SolvingPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The incumbent deals frequently with decisions on policy and program matters, meeting program and report deadlines, and situations involving differences of opinion and negotiation, this position has the potential to create a significant degree of stress. Walking sitting for extended periods of time at a computer terminal and standing at length while making presentations and teaching are involved in this position. Work Environment: Work normally is done in an office setting. However, during times of emergency activation, the work environment may be primitive, i.e., occupying temporary structures with no heat and require outside work that would be dirty and/or dangerous. The employee may be required to travel off-site to perform inspections or establish work areas throughout the state. Position is not suitable for telework.
