The position is located in the US Department of Agriculture,Marketing and Regulatory Programs Services,Animal and Plant Health Inspection Service Marketing and Regulatory Programs-Business Service,MRP Information Technology,Data Analytics Division. The work involves assignments in a wide variety of subjects that may range from information technology, legislative procedure, policymaking, planning, strategic communication, Congressional testimony, legislative proposals, and public-facing programs.
Duties
The duties may include, but are not limited to:
Plans and conducts broad and complex strategic policy analyses to achieve the policies and priorities of the Mission Area.
Researches, develops, writes and edits a wide range of documents and position papers on complex issues that support the Mission Area's mission, goals, objectives, and proposed initiatives.
Identifies complex interagency issues and finds solutions on key Mission Area programs and operations.
Collaborates with key personnel in this and other Agencies responsible for the supply and demand of business value from USDA policies, goals, strategies, risks, and performance measures.
Works with key personnel and Agencies in preparing plans to improve those governance documents based on the overall inventory of governance documents that direct or influence Agency activities.
Develops innovative and useful approaches for improving or expanding policy and planning data products and/or services.
Leads coordination efforts across the agency on organizational performance submissions to ensure their compliance with relevant statutes, regulations, and guidance.
Presents ongoing briefings for senior leadership to support strategic communication, policymaking decisions, and change management.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Using advanced analytical and statistical methods and techniques with large data sets, to assess program effectiveness and improvement of management processes.
Conducting special studies to forecasting trends to set priorities and present options to senior leaders.
Advising and make recommendations on existing and emerging issues to implement strategic changes in program resources, goals, procedures, and/or hiring and workforce.
Providing advice and assistance to senior Program management involving critical matters and other complicated initiatives.
Analyzing and evaluating policy interests, concerns, issues, and processes associated with organizational mission, goals, and objectives to formulate advice and counsel senior level management.
Preparing briefing memos for senior officials
Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
