About the Position: In this position with the Corps of Engineers' Savannah District, you will serve as Supervisory Program Manager, responsible for executing assigned Military, Civil, or Interagency programs throughout the life cycle. Overseeing operations of multiple large and complex Project Delivery Teams. The primary focus is execution of the Veteran's Affairs Projects and Program assigned to Savannah District within the South Atlantic Division.
Duties
Serves as a District Program Manager responsible for Military, Civil and Interagency program/project coordination, long-range planning, and workload/income projections.
Manages the content of USACE's Enterprise Program and Project Management System data, ensuring its comprehensive use by Project Managers for scheduling, funding, and reporting of assigned projects.
Knowledge of management and regulatory requirements of the Department of Veteran Affairs construction program or similar Interagency construction program.
Represents the District as a primary point of contact with Department of Defense, civil and interagency stakeholders, federal, state, and local agencies, Congressional interests, external organizations, and headquarters on assigned program projects.
Organizes work, sets priorities, monitors progress, evaluates outcomes, and determines resource requirements for project accomplishment; oversee, negotiate, review, and interpret contracts.
Prepares and submits a variety of technical and programmatic reports on the status of work as required by higher authority and the District.
Oversees Corps Mega Projects requiring additional oversight and tracking with additional contractual and project risk.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
- Must maintain a valid Drivers' License.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

To qualify for the Program Manager, GS-0340-14, you must possess one year of specialized experience equivalent to the GS-13 level in the Federal service which includes possessing a broad Program or Project Management background and experience in various programs; analyzing and comprehending Corps of Engineers' procedures, policies, and authorization and appropriation processes; demonstrated application of program or project management critical skills such as the ability to manage scope, schedule, and budgets on assigned work; applying knowledge of management concepts, principles, methods and practices, as well as knowledge of methods, practices, and processes of technical disciplines necessary for accomplishment of projects.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
