Duties

Providing telecommunications security policy and guidance for incorporation into the design, development, installation, and operation of all DLA secure communications systems. Develops and administers policies, procedures implementing DLA COMSEC and TEMPEST issuances relating to a wide range of telecommunications and security programs. Analyzes requirements and oversees the conduct of COMSEC functions to minimize the threat of espionage, sabotage, and subversive operations against DLA activities and missions. Performs audits of all COMSEC material and records as mandated by the NSA and AF to ensure compliance with National and AF COMSEC policies and procedures. Generates and disseminates audit reports describing the COMSEC posture of inspected sites by summarizing and identifying critical deficiencies.

  • Position is required to carry a cell phone for work related communications.
  • Tour of duty and shifts change during heightened INFOCON periods and may include shift work during such periods and possible work on weekends/holidays.
  • Enrollment in the Cryptographic Authorization Program is mandatory, in which the member consents to a non-life style polygraph test.
  • This is a Mission Essential (ME) position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.

Qualifications

To qualify for a Telecommunications Manager (COMSEC/TEMPEST), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Makes major recommendations that have a direct and substantial impact on the organization and projects managed. - Possess a high level of knowledge of hardware, software, and common business practices. - Extensive research, coordination, synthesis, and integration to produce a completed work product. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
