The Construction Control Representative plans and completes assignments, projects, and resolves problems or deviations according to instructions, policies, previous training, or accepted communication practices. The Construction Control Representative position is in VANTHCS, Engineering Service, Dallas, Texas. DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (COVID-19 - VA 005) in-accordance with 5 U.S.C. 3304(a)(3) and 5 CFR 337.205(b)(1)-(4).

Duties

Duties include but are not limited to: Provide oversight of construction operations to ensure proper quality and quantity of material and equipment, workmanship, adequacy of contractor's methods, procedures, and operations. Participate in design review conferences, review preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions, and other construction difficulties and availability of selected materials. Participate as a member of the A/E Board (architectural, electrical, mechanical and design) and construction contract negotiation team. Attend and participate in pre-bid conferences to orient and inform bidders as to features, requirements and specials conditions. Ensure that the construction work is carried out in accordance to plans and specifications. Function as the Contracting Officer Representative (COR) for construction projects and programs. Investigate and collect data to determine existing conditions and extent of construction and repair required to provide services or facilities to meet anticipated needs. Review final plans and specifications for construction feasibility and practical accomplishments and interprets technical portions for other participants. Review correspondence and reports on construction status and progress, tests, administration, contractor's estimates relative to construction of the project, and unanticipated contingencies. Make decisions and/or recommendations relative to most practical methods of accomplishing desired results. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2023. INDIVIDUAL OCCUPATIONAL REQUIREMENTS (IOR): Experience. Specialized Experience that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples specialized experience that meets the IOR include: Engineering aid or technician or surveying technician performing work directly related to construction; Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. Time-In-Grade Requirement: Under direct hiring authority there is no time in grade requirement for this position. You may qualify based on your experience as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Engineering aid or technician or surveying technician performing work directly related to construction; Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Engineering aid or technician or surveying technician performing work directly related to construction; Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. You will be rated on the following Competencies for this position: Contracting/Procurement Problem Solving Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Some physical exertion such as long periods of standing, walking over uneven, rocky, or slippery surfaces; recurring bending, crouching, or similiar; recurring lifting testing or measuring equipment up to 50 pounds; regular visits to construction, industrial, or other outdoor sites.
