The Construction Control Representative plans and completes assignments, projects, and resolves problems or deviations according to instructions, policies, previous training, or accepted communication practices. The Construction Control Representative position is in VANTHCS, Engineering Service, Dallas, Texas. DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (COVID-19 - VA 005) in-accordance with 5 U.S.C. 3304(a)(3) and 5 CFR 337.205(b)(1)-(4).

Duties

Duties include but are not limited to: Provide oversight of construction operations to ensure proper quality and quantity of material and equipment, workmanship, adequacy of contractor's methods, procedures, and operations. Participate in design review conferences, review preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions, and other construction difficulties and availability of selected materials. Participate as a member of the A/E Board (architectural, electrical, mechanical and design) and construction contract negotiation team. Attend and participate in pre-bid conferences to orient and inform bidders as to features, requirements and specials conditions. Ensure that the construction work is carried out in accordance to plans and specifications. Function as the Contracting Officer Representative (COR) for construction projects and programs. Investigate and collect data to determine existing conditions and extent of construction and repair required to provide services or facilities to meet anticipated needs. Review final plans and specifications for construction feasibility and practical accomplishments and interprets technical portions for other participants. Review correspondence and reports on construction status and progress, tests, administration, contractor's estimates relative to construction of the project, and unanticipated contingencies. Make decisions and/or recommendations relative to most practical methods of accomplishing desired results. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
