This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
In coordination with the Pharmacy Chief plans, directs and coordinates operational pharmacy services at the Malcom Randall VA Medical Center. The incumbent provides oversight, leadership and direction for both inpatient and outpatient pharmacy, as well as the All-Hazards Drug Cache. The Associate Chief of Operations also oversees the medication storage and delivery of ward stock to nearby outlying clinics.
Duties Include:
Provides back up to the Pharmacy Chief during periods of absence. Represents Pharmacy on advisory teams, boards and committees within the medical center, DVA, and public/professional community.
Fosters acceptance and exercises sound pharmacy management concepts, principles, practices, and innovations.
Provides an appropriate work environment for employees to foster performance improvement and continuous improvement.
Responsible for developing, implementing, maintaining and assessing progressive and comprehensive pharmacy operations.
Responsible for exploring innovative processes to increase productive, patient satisfaction and employee satisfaction.
Leads the Pharmacy Service in providing exceptional care to the Veterans.
In coordination with the Pharmacy Chief utilizes sound personnel management practices in administration by selecting qualified professional/supportive personnel, and assigning personnel in accordance with knowledge, skills and abilities.
Responsible for the professional growth and development of professional and technical staff. This is accomplished through periodic informal encounters and formal performance evaluations. Incumbent serves as a role model for problem solving activities and conflict resolution. The incumbent will give counsel and instruction to assigned professional and technical staff on clinical, administrative, and other professional issues. In conjunction with assigned clinical staff, the incumbent will develop annual performance standards for subordinates.
Advises the Pharmacy Chief in planning, organizing, directing, and evaluating the entire operation in order to maintain efficiency and economy. Develops and implements strategic plan for the expansion and/or reengineering of pharmacy operations. Provides the Chief, Pharmacy Service with counsel on developing of pharmacy operations, workflow, and automation.
Promotes participatory managements in strategic planning and program development with utilization of CQI/PI techniques.
Exercises fiscal management (responsibility in administering the pharmacy budget) by monitoring expenditures and reallocating funds between accounts to meet medical program needs.
Responsible for the purchase, storage, inventory, maintenance and record controls, proper disposition and dispensing of pharmaceutical purchase for patient care needs include management of status of funds and justifies request for additional resources as required. Responsible for the supplemental controls of all Controlled Substances and access to control systems for physical security.
Work Schedule: Generally an 8-hour tour between the hours of 7:00am and 8:00pm with rotating weekends, holidays, evenings and nights based upon the needs of the service

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d)
Education:
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Today the sole degree is Doctor of Pharmacy.)
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC)Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT)
Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.
Grade Determinations:
GS-14
Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level.
Associate Service Chief/ Associate CMOP Director. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. (NOTE: Associate Service Chief/Associate CMOP Director positions should be graded one grade below the grade of the Chief of Pharmacy Service or CMOP Director.)
Demonstrated KSAs. The KSAs shown below apply to all assignments at this grade level, and the specific KSA designated by an asterisk (*) applies to assignment 2 and 3.

Preferred Experience:
Pharmacy operations experience.
5+ years of supervisory/management experience or Veterans Health System PGY-2 in Health System Pharmacy Administration and Leadership Residency, plus supervisory experience.
Strong budgetary knowledge and accountability.
Demonstrate strong leadership skills with ability to direct multiple staff and foster cooperation in standardization amongst diverse pharmacy sites.
