The incumbent performs assignments requiring the application of fundamental principles, concepts, techniques, and guidelines relative to analyzing, evaluating, and/or improving the efficiency of patent examiner training program and administrative operations.

Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-09.
Specialized experience for this position includes: Assisting in the identification and development of data required for use in the management and direction of programs; preparing guidance documents for work plans and reports using Learning Management Systems; researching program methods and establish program requirements related to training operations; and participating in special projects, management studies and reviews utilizing standard quantitative and qualitative methods in order to conduct assessments of the effectiveness and efficiency of the organization's programs as well as administrative management policies, processes, and systems.
For GS-11:
Applicants must meet one of the following to qualify for the GS-11 level:
One year of specialized experience that is in or directly related to this position that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable the required specialized experience must have been equivalent to at least the GS-09 level in the Federal service. Examples of GS-09 level work: assisting in the identification and development of data required for use in the management and direction of programs; preparing guidance documents for work plans and reports using Learning Management Systems; researching program methods and establish program requirements related to training operations; and participating in special projects, management studies and reviews utilizing standard quantitative and qualitative methods in order to conduct assessments of the effectiveness and efficiency of the organization's programs as well as administrative management policies, processes, and systems.
**OR applicants may substitute successful completion of 3 years of progressively higher-level, directly related, graduate education or Ph.D. or equivalent doctoral degree (such as LLM, if related). (54 semester hours, 81 quarter hours, or the equivalent).
**OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the minimum qualifications requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
