The selectee of this position serves as a Program Support Specialist. You will be responsible for providing advice and assistance to management on human resources, financial, budget management, procurement, property management, records management, conducting management and program analysis studies, etc.
Duties
As a Program Support Specialist at the GS-0301- 11 level, some of your typical work assignments may include:
Working closely with the Administrative Officer (AO) on implementing processes for providing administrative services for the district's main and/or sub-office(s).
Monitoring the district's budget to ensure that funds are obligated and spent in a timely manner.
Assisting with providing technical and regulatory advice to personnel from Federal agencies, local and state agencies, and/or private citizens.
Providing oversight of the property management program.
Assuring contractors are performing projects that have quality and timeliness measures in place.

Qualifications
GS-11 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 grade level is required to meet the time-in-grade requirements for the GS-11 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-0301-11 level, if you fulfill the following qualifications:
A. Specialized Experience: One year of specialized experience which includes 1) Monitoring a budget to ensure that funds are obligated; 2) Compiling, reviewing, and analyzing report data for completeness and accuracy; 3) Serving as a liaison between management and human resource offices in order to provide advice and assistance on HR matters; and 4) Monitoring, and/or approving, and controlling accountable government equipment, material, and supplies.

B. Education:Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Financial Management, etc.

C. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirements for one year of full-time graduate study.
