The primary purpose of this position is to train, supervise, and manage contract law attorneys supporting all Air Force Life Cycle Management Center (ALCMC) acquisition formation and administration issues, including operational and major systems contracting in the Greater San Antonio, Texas area.
Duties
Administers and supervises Cryptologic and Cyber Programs Division technical and legal function. Manages quality and timeliness of division work output, including defense of bid protests, claims, fiscal law, litigation, and formulation of acquisition strategies.
Provides Legal Advice: Reviews acquisition documents and provides written and oral opinions on complex acquisition law issues.
Litigation Support: As a senior attorney, serves as lead attorney on complicated contract legal issues including protests to the Government Accountability Office, U.S. District Court and U.S. Court of Federal Claims, and large dollar claims or disputes appealed to the Armed Services Board of Contract Appeals or the U.S. Court of Federal Claims.
Training and Communications: Prepares and presents contract and civil law training to subordinates, newly assigned contract law attorneys, and others. Responsible for ensuring all personnel required as a result of their duties to file Office of Government Ethics (OGE) Form 450 Confidential Financial Disclosure Reports receive Annual Ethics Training.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualifications
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. Work Statement and Performance Level
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
SPECIALIZED EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery knowledge of the role and duties of the Government attorney, including a practical knowledge of the Model Rules of Professional Conduct for Federal Lawyers, Federal Bar Association, October 6, 1990; and Mastery knowledge of domestic laws, international law, regulations, policies, and principles pertaining to areas of assigned responsibilities involving international law matters, cyber law issues, security, intelligence, fiscal, contracts, intellectual property, privacy, civil liberties and administrative law. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
In addition to the above requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities which is: A mastery knowledge of the role and duties of the Government attorney, including a practical knowledge of the Model Rules of Professional Conduct for Federal Lawyers, Federal Bar Association, October 6, 1990; and Mastery knowledge of domestic laws, international law, regulations, policies, and principles pertaining to areas of assigned responsibilities involving international law matters, cyber law issues, security, intelligence, fiscal, contracts, intellectual property, privacy, civil liberties and administrative law.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the law equivalent to graduation from an accredited law school and admission to the bar of a State
or the District of Columbia. A Master of Laws degree (LL.M.) in Government Procurement Law is desirable
Professional knowledge of applicable Federal statutes, case law, Executive Orders applicable to Government
contracting and ethics and fraud remedies issues, the Federal Acquisitions Regulations (also Department of Defense
and Air Force supplements thereto, along with Command Mandatory Procedures), and the U.S. Code as applied to
criminal and civil contract litigation
Professional knowledge of the case law applicable to contracts in order to provide legal counsel on acquisition
including, but not limited to, Federal criminal, civil, and administrative law requirements
Where required, knowledge of Federal statutory and regulatory provisions and Agency policy guidance bearing on
miscellaneous civil law matters.
Skill in interpreting the law and applying it to situations without precedent and in the exercise of legal judgment;
skill in communicating effectively, orally and in writing, with both professionals and non-professionals; skill in
making oral presentations to peers, clients, other Federal officials, and industry representatives
Ability to tactfully advise senior leadership on sensitive legal issues; ability to lead, inspire, motivate and guide
others toward goal accomplishment; proficiency in the techniques of legal research and in-depth familiarity with Government contracting and other research resources.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated SPECIAL-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
