The purpose of this position is to transport and support the Core Outreach Team efforts. The primary duties of this position include transporting VAMC personnel, equipment, supplies and other items essential to support the local VA Medical Center, as part of the Rural Health Initiative (RHI) Program.

Duties

Required to operate the following types of equipment and vehicles such as a 35 passenger bus, vans (including wheelchair vans), trucks, station wagons, sedans and other necessary equipment in order to carry out the functions of the VISN and Medical Center. Operates gasoline or diesel powered vehicles over Federal, state, and county roads and city streets in all traffic conditions, and is required to load and unload vehicles. Responsible for dispatching of General Services Administration (GSA) vehicles, coordination with service shop and/or maintenance and repairs; for keeping vehicles interior and exterior clean; for all record keeping of fuel, mileage, and reports to the GSA Motor Pool; and the accuracy of the monthly GSA billing. Collects and files all completed motor vehicle trip tickets. Transports VAMC personnel, medical equipment, supplies, linen, mail and other items essential to the operation of the Medical Center. Loads and unloads equipment and materials, assuring that cargo is protected from the weather and secured to prevent falling. All vehicles are driven off station and are regular and recurring functions of this position. The position is responsible for aspects of the mobile clinic vehicle to include maintenance, driving, trip planning due to size of vehicle, waste disposal and setup. Additional duties may include but are not limited to, assisting with clerical assignments in a variety of general support areas (receiving and directing callers and visitors as needed; receiving, collecting and delivering mail as needed; copying and completing forms and questionnaires; data retrieval, compilation and dissemination). Must have and maintain a current valid state driver's and CDL license. Must be qualified and experienced to operate vehicles, such as vans, passenger buses, or trucks; incumbent maneuvers these vehicles within close tolerances when driving and backing over uneven ground and in narrow or congested areas, between buildings and other vehicles, and when positioning vehicles at loading areas. These vehicles are equipped with air brakes to where the incumbent must have the skill and knowledge to operate over a variety of roads including interstate highways, narrow country roads, and on steep winding grades. Incumbent manipulates the braking system to prevent potential mishaps. Receives instructions from the Fleet Manager on the type of vehicle to be operated, destination, equipment, or passengers to be transported, purpose of the trip, and deadlines to be met. Must follow Instructions and coordinate the transportation needs with the various services, reserving applicable vehicles, picking up and delivering various supply items and transporting personnel to scheduled destination. Incumbent must determine the route to be followed or follow prescribed routes and identify acceptable alternative routes for use in emergency situations. Assists with the loading, securing and unloading of assorted supplies and uses judgment to determine the arrangement, securing, and placement. Must manage assignments independently, performs tasks with a minimum of instructions, and uses judgment when performing impractical tasks or assignments away from the Medical Center. Incumbent is responsible for the vehicle and for its safe operation to prevent injury to others and damage to property. Responsible for the safe and comfortable transport of passengers and materials on extended trips. Incumbent is responsible for maintaining proper attitude while working around the VISN and VAMC staff and patients. Must communicate both verbally and non-verbally in a manner which reflects positively upon the service, VISN, and Medical Center; must use tact and diplomacy in dealing with patients, employees, visitors and guests. Responsible for inspecting vehicles to insure it is clean and in safe operating condition. Occasionally washes and cleans vehicles. Responsible for completing trip tickets, accident reports, and maintaining preventive vehicle logs in a written and electronic format. Logs will be verified for accuracy and expected to be complete and correct. Work is evaluated for efficiency and compliance with established policies, procedures and instructions pertinent to the driving mission. Work Schedule: Monday-Friday, 8am - 4:30pm. May be required to work outside the normal tour of duty which may include weekends/holidays

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Demands. Works in all weather conditions. The duties performed consists of moderate to heavy physical effort in climbing in or on vehicles; trailers, cars, or vans to toad, unload or tie down material and equipment; may include pushing and pulling carts, and wheel chairs, lifting equipment, supplies, etc.; and driving long hours on trips. Incumbent must be physically sound and have good coordination of eyes, hands, feet, and vision and depth perception. Incumbent must be mentally alert to traffic hazards and dangers of the highway. Work Conditions. Operates vehicles in all types of traffic and weather on public toads (or the equivalent); exposed to the danger of serious accidents, heavy traffic, and highway speeds over complicated road and Interchange systems. May be exposed to dirt and fumes and to the possibility of cuts, bruises, and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle, may also be exposed to patients and linen with all types of diseases, viruses, etc. Performs other related duties as assigned, which may include snow and ice removal during extreme circumstances or emergency situations.
