The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6). The primary purpose of this position is to support and augment the work of HR Specialists and to perform a variety of supporting Human Resources recruitment and placement assignments for a variety of positions in different personnel and pay systems.

Duties

Duties of the HR Assistant (Rec/Plac) includes but are not limited to: Applies an extensive body of HR rules, procedures, and operations sufficient to perform a wide variety of interrelated and/or non-standard HR support work. Assists HR specialist with the on boarding of new employees. Maintains files and/or employee records, position descriptions, training records, or other HR items. Answer inquiries concerning merit promotions procedures, procedures for reinstatement or transfer to another Federal agency, and job vacancies for which applications are being accepted. Conducts orientation for new appointees. Explains pay rates, pay periods, within grade increases, annual and sick leave accrual, etc. Responds to applicant inquiries regarding procedures for completing applications, status of job announcements, hiring procedures, and competencies needed to fulfill a position's major duties and/or requirements, etc. Assists specialists by maintaining automated databases in order to track information and extract data used to generate documents, records, reports, and spreadsheets. Request HR records from the record center. Uses word processing and/or other office automation equipment and various software programs and HR database systems. Reviews and prepares correspondence and provide a variety of information as appropriate. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday to Friday, 8am to 4:30pm EST Compressed/Flexible: May be available at the Service Chief's discretion. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-5: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Scheduling and coordinating various appointments, coordinating orientation; Electronically monitoring case assignment status and regularly performing necessary follow-up actions; and reviewing documentation for accuracy; Entering and retrieving data and information from automated databases and websites; maintaining personnel files and training records; and responding to walk-in, telephone, and email inquiries OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have (4) full years of education above the high school level. (Transcripts required if using education to qualify) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond (2) two years above high school (only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement). (Transcripts required if using education to qualify) GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Working with Human Resources requirements, procedures, operations, and terminology; Working with HR Functions and sections within HR (e.g. staffing and recruitment, employee benefits.); Utilizing automated systems such as Microsoft Word, Excel, Access programs, and web-based HR systems; Responding to employee/applicant inquiries in person or in writing; Establishing and maintaining filing systems; Providing orientation to new employees; Providing guidance on benefits; Responding to inquiries concerning job applications. You will be rated on the following Competencies for this position: CommunicationsComputer SkillsCustomer Service (Clerical/Technical)Recruitment/PlacementTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is generally sedentary and requires sitting, walking, standing, bending, and/or carrying light items. Work is performed in an office setting which is adequately lighted, heated, and ventilated. Education

Education substitution is available at the GS-5 level, however, there is no educational substitution at the GS-6 grade level.
