The primary purpose of this position is to provide quality review of air carrier performance evaluations and surveys, in order to accurately portray carrier's condition.
Duties
Reviews Commercial Air Carrier Survey, Performance Evaluation Reports and Letters of Concern (LOC).
Directly assists the Division Chief/CARB Recorder in the management of all administrative support program functions.
Performs other clerical and administrative work in support of the office/organization.
Provides subject matter expertise for the Division/CARB on all mandated administrative support programs.
Assists the Commercial Airlift Review Board (CARB) Recorder.
Serves as the Division point of contact and liaison with the personnel flight on military and civilian personnel issues.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Transportation Clerk and Assistant Series, 2102.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of air transportation rules, procedures, or operations of domestic and foreign air carriers to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems pertaining to commercial air transportation functions. Knowledge of a wide range of Air Force operations policies, air transportation instructions and regulations relating to the movement of passengers and cargo. This includes analyzing the safety and service quality of commercial air carriers providing or wishing to provide airlift services to the Department of Defense (DOD). Knowledge of automated transportation systems to acquire an understanding of non-standard transportation procedures and databases is necessary to document air carrier evaluation findings, input information, track the material over a specified period of time for comparison purposes, evaluate and determine the most repeated findings, and provide management with the results through written materials and verbal briefings.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of existing Department of Defense (DoD), agency, and Major Command (MAJCOM) guidance and procedures related to the movement of passengers and cargo. Knowledge of the full range of commercial air transportation operations as related to the movement of passengers and cargo.
Knowledge of a range of methods to evaluate and measure the effectiveness and productivity of programs, and to participate and evaluate transportation data for input into automated data systems.
Knowledge of DoD and Air Force software programs, tools, and techniques to support Commercial Airlift Division and CARB operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
Skill in typing, a qualified typist is required.
Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and possess the ability to plan, organize work, and meet deadlines.
Ability to communicate both orally and in writing, clearly and concisely and with technical and operational accuracy. Ability to respond to a range of questions from government agencies, activity personnel, customers, commercial carriers, and/or others regarding commercial airlift.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
