About the Position: Serves as a Human Resources (HR) Specialist in the Civilian Human Resources Agency (CHRA), Army Civilian Career Management Activity (ACCMA) Operations and Plans Directorate, Talent Acquisition Division, ACCMA Recruitment Cell, and may be eligible for local commuting area remote work in the future as determined by agency policy.
Duties
Clarify recruitment strategies, sources, and special requirements of various hiring authorities.
Provide technical staffing advice to customers, clients and team members.
Conduct job analyses to identify the best candidates for open positions.
Interpret and apply laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a variety of recruitment processes and procedures.
Answer employment inquiries and complaints regarding qualifications, ratings, and other issues.

- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized experience: One year of specialized experience which includes interpreting civilian Human Resources (HR) laws to provide comprehensive advisory services on staffing functions; analyzing and recommending solutions to resolve civilian human resources problems/issues; advising management on recruitment methods and strategies; and creating a variety of human resources products (e.g. job analysis, vacancy announcements, referral lists, coding personnel actions, etc.).
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education Substitution for Specialized Experience: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field.
OR
Combination of Education and Experience for Specialized Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
