About the Position: This Position is Located at the Army Health Clinic, Presidio California. The incumbent analyzes the requirements, develops several alternatives to plans to include optional levels of security, an assessment of risk management, cost/benefit ratios, and recommendations for a course of action. Hours of operation will be 0700-1600 Monday-Friday. Recruitment or Relocation Incentive May Be Authorized. Advanced In-Hire MAY be authorized for highly qualified candidates.

Duties

Serve as a Security Specialist with responsibility for performing work in the general areas of physical, personnel, information and operation as well as security education and awareness for the Army Health clinic, California Medical Detachment. Evaluate and manage the security program in a variety of functional areas (personnel, information, physical, operational, and as well as security education). Conduct comprehensive physical security surveys, inspections and evaluations to advise managers on controlling and safeguarding information, materials and assets. Analyze and evaluate physical security systems and procedures and administrative, technical and facilities which have or need protective systems. Monitor the key control system, badge system, Biometrics, and Intrusion Detection System to insure adequacy and regulatory compliance. Initiate, coordinate and track initial and periodic re-verification (i.e. every five years) background checks, including local Installation Record Checks and Child National Agency Check for healthcare personnel who have contact with minors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret (Tier 5) security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is subject to a pre-employment screening, and random testing thereafter.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • This position requires the completion of a pre-employment Physical Examination, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the incumbent obtain the core Security Professional Education Development (SPeD) Certification: Physical Security Certification (PSC) within their first two years of employment.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Security Personnel, Cyber Security, Security Management, Intelligence Security or Emergency Management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
