About the Position: Serves as Project Engineer and Contracting Officer's Representative with responsibility for monitoring construction operations on assigned projects for NC/VA's largest lake, John H. Kerr Reservoir (Buggs Island Lake) coupled with working for one of the world's premier public engineering, design, and construction management agencies. The lake and surrounding areas offer 50K acres of fresh water with over 800 miles of natural beautiful shoreline.
Duties
Ensure accomplishment of all assigned construction contract management functions at the Resident Office.
Perform detailed reviews and provide comments for changes and adjustments of contractors’ construction schedules prior to issuing acceptance/approval of the schedules.
Administer the District Safety Program at construction sites and enforce applicable safety rules and regulations while facilitating expeditious execution of the work.
Establish and maintain effective person-to-person working relationships, which include discussions regarding status of construction with using agency personnel and supervisory representatives of numerous contractors.
Responsible for the development of preliminary determinations of contract requirements, to include preparation of sketches, narratives, and cost estimates.

- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience: One year of specialized experience which includes independently, with little supervision, provide timely decisions and execution of contract administrative actions and provide construction quality assurance on a variety of military or civil works construction projects. Utilize technical knowledge and experience exceeding that of a GS11 level in the Federal government performing work that involves the responsibility for ensuring the accomplishment of all construction contract administrative actions and ensuring the execution of all construction schedule, quality, and budgetary requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
