This position is located at the National Agricultural Statistics Service (NASS) in the National Operations Division's Call Center Group in either Olivette, MO; Cheyenne WY; Oklahoma City, OK or Little Rock, AR.
In this position, you will provide technical support and guidance for management and staff in the areas of budget and fiscal services, human resources management, and administration. This includes procurement, inventory control, service contracts, HR functions, and time and attendance.
Duties
Maintains all administrative manuals and files.
Develops administrative and cost reports using a variety of software.
Prepares and submits forms necessary to initiate a wide variety of HR actions (e.g., recruitment, promotion, separation, etc.).
Provides employment information to job applicants and the general public in response to inquiries.
Oversees the preparation, transmittal, and maintenance of time and attendance records.
Conducts orientation and on boarding for newly assigned personnel.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-06 grade level for consideration for the GS-07 grade level).
GS-06
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-06 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience compiling payroll or budget related information; preparing forms necessary to initiate personnel actions; and performing clerical or administrative duties.
GS-07
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience preparing or reconciling payroll information or budget data; preparing forms necessary to initiate personnel actions; monitoring and maintaining office inventories; and performing clerical or administrative duties.
GS-08
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-08 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience preparing, reconciling, or forecasting payroll information or budgetary data; preparing forms necessary to initiate personnel actions; providing information or advice on human resources rules, regulations, or policies; and onboarding new employees.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
