This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The position serves as the resident subject matter expert within the North Florida/South Georgia Veterans Health System (NF/SG VAHS), one of the most complex and largest VA health system with two medical centers, a 45 bed Domiciliary, three large multi-specialty outpatient clinics, and 11 community-based outpatient clinics, in support of VISN, VACO and Executive Office of the President execution of Law, Executive Order, or VA Policy in which Energy Management is the primary concern. The Healthcare Engineer functions as Energy Manager for NF/SG VAHS, inclusive of VHA owned and leased space providing patient care and administrative or other support space operated by NF/SG VAHS. The Energy Manager will work in a collaborative effort with other Energy Managers within VISN 8 toward accomplishing VISN wide and VHA energy goals. The incumbent works closely with the VISN 8 Capital Asses Manager providing technical support for VISN and National initiatives or programs. In addition, the incumbent provides technical and program support for the energy conservation programs at local National Cemetery Administration (NCA), Veteran Benefit Administration (VBA), Vet Centers (Readjustment Counseling), and Joint DOD/VA sites. The incumbent will have the ability to serve on VISN and National Committees or Task Forces as an effort to strengthen VA overall Energy Programs and develop new initiative or innovative ideas for future strategic planning. The incumbent will conduct HVAC, lighting, building, steam generation system, domestic hot water, and other energy audits within the VISN using industry standard energy analysis tools to minimize energy consumption; They must be proficient in the use of energy survey equipment (light meters, power factor meters, wattmeter, and anemometer) and computerized energy survey software (FEDS, SEAM, or equal computer applications). The incumbent should also be familiar with computer-based Building and Energy Management Systems. Incumbent plans, initiates and executes commissioning, recommissioning and retro-commissioning projects. Incumbent provides associated audit reports directly to NF/SG VAHS Leadership, VISN Energy Office, VISN 8 CAM or Energy Program Director and/or other Senior VACO staff. The Incumbent must have experience in Energy Savings Performance Contracting (ESPC) or have attended ESPC training conducted by the Department of Energy or the Association of Engineers in support of the implementation of programs mandated by Federal Law and Executive Order. The incumbent will be responsible to ensure energy aspects of sustainability in facility construction projects, its operation and maintenance. The incumbent manages and supports the NF/SG VAHS Energy Savings Performance Contracts (ESPC). These projects have construction costs between $100,000 to $5 million. The incumbent plans, directs and coordinates activities of designated projects with energy savings companies to ensure that goals or objectives of the project are accomplished within prescribed time frames and funding parameters. The incumbent implements energy conservation initiatives and prepares project submission documents for cost effective energy conservation retrofit projects. The Healthcare Engineer prepares and monitors utility budgets, advising management of potential budget shortfalls and other factors that may influence the energy budget. Energy Manager works with A/E firms in the development of energy conservation projects, reviews designs prepared by A/E firms for renovation and construction projects to ensure compliance with applicable local, National and VA regulations as they relate to energy performance. They will be required to review local facility-level project and maintenance activities that have the potential to impact energy performance. The incumbent works with the operations and maintenance sections to analyze and improve utility system energy performance, initiate, and provide support for the development of operational procedures and controls, including but not limited to the following: Monitor utility systems components looking for significant changes in consumption rates or quantities. Evaluate data compiled from the computerized energy management system, looking for trends, such as under and over utilized equipment. Monitor control and alarm set points within the computerized energy management systems. Work with energy plant personnel to monitor/improve efficiency of boiler an chiller operations. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f). Education: Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Industrial Engineer, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions & change over time; -OR- Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; -OR- Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (referenced VA Handbook 5005/150, Part II, Appendix G72 - Healthcare Engineer Qualification Standard). Foreign Education. To be creditable, engineering, architecture or related education completed outside the U.S. must be submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to a Bachelor's degree as outlined in (1) above (DOCUMENTATION OF EQUIVALENCY REQUIRED). GRADE DETERMINATIONS. In addition to the basic requirements outlined above, the following criteria must be met when determining the grade of candidates Grade Determinations: GS-7: None beyond the basic requirements. GS-9: (1) Experience or Education. Candidates at this level must meet one of the following: (a) One year of experience equivalent to the next lower grade; OR (b) Master of Engineering degree or Master of Architecture degree or Master of Science degree in Engineering or a related field of study as outlined in paragraph 3.b.(1);OR (c) Bachelor's degree as outlined in paragraph 3.b.(1) plus two full years of progressively higher-level graduate education in a related field of study, provided the applicant's total background demonstrates the core competencies for GS-09 level assignment.(2) Knowledge, Skills and Abilities (KSAs). In addition to the experience or education above, the candidate must demonstrate the following KSAs: Knowledge of the principles, theories, concepts and practices of the engineering profession. Ability to interpret relevant codes, regulations, guidelines and standards to make recommendations to assure compliance with healthcare facility programs. Ability to understand the operational professional engineering needs of clinical services in the healthcare system. Ability to prepare material on current technical topics and trends for presentation to other technical staff and mid-level hospital management and to keep abreast of changes in engineering technology related to a healthcare facility. GS-11: (1) Experience or Education. Candidates at this level must meet one of the following: (a) One year of experience equivalent to the next lower grade; OR (b) Ph.D. or equivalent doctoral degree in Engineering or a related field of engineering as outlined in paragraph 3.b.(1);OR (c) Master of Engineering degree, Master of Architecture degree, Master of Science degree in Engineering or a related field of study as outlined in paragraph 3.b.(1), plus 1 full year of progressively higher-level graduate education in a related field of study, provided the applicant's total background demonstrates the knowledge, skills and abilities for GS-11 level assignment; OR (d) Bachelor's degree as outlined in paragraph 3.b.(1) plus 3 full years of progressively higher-level graduate education in a related field of study, provided the applicant's total background demonstrates the knowledge, skills and abilities for GS-11 level assignment.(2) Knowledge, Skills and Abilities (KSA). In addition to the experience or education above, the candidate must demonstrate the following KSAs: Knowledge of either mechanical, electrical, structural, civil or other engineering/architectural principles, practices and their applications in the healthcare environment. Knowledge of basic project management principles as applied to the healthcare setting. Ability to apply healthcare engineering related standards, codes, policies and regulations, inclusive of, state and local codes. Ability to communicate effective orally and in writing with internal and external customers with tact and diplomacy. Ability to develop material for clinical or administrative staff that addresses the principles and application of engineering technology and/or theory used in healthcare. Ability to advise staff on emerging engineering technology related to a healthcare facility, while keeping abreast of changes in such technology and utilizing the information to solve healthcare facility engineering challenges. GS-12: (1) Experience. One year of experience equivalent to the next lower grade. (2) Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs: Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment. Knowledge of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering. Knowledge of construction standards, methods, practices and techniques, materials and equipment to determine compliance with engineering regulations and standards. Skill in researching and analyzing information, conditions, human factors and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures. Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets.(f) Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms.
