This position is located in the Department of Homeland Security (DHS), Science and Technology (S&T) Directorate in Washington DC. DHS S&T develops and delivers effective and sustainable research results, technologies and systems to anticipate, prevent, defeat, and mitigate catastrophic terrorist attacks on the nation's homeland.
Duties
The primary purpose of this position is to serve as a Program Manager over a major programmatic area for which both the scope and effect of the work have agency-wide or government-wide impact.
As a Program Manager, GS-0340-15, your typical work assignments may include:
- Lead and coordinate the Integrated Product Team (IPT) process with DHS customers
to serve as a key Research and Development (R&D) coordination mechanism within DHS.
- Leading the engagement with senior customer leadership and their designees - such as Component Requirements Executive and other senior leaders - to identify and prioritize R&D needs, capability gaps, and requirements.
- Coordinating with representatives of other elements of the S&T Directorate, other components of the Department, and involved agencies and customers to obtain current information needed for development and implementation of plans for science and technology research plans to match customer needs, and to resolve outstanding, complex technical issues or requirements for system enhancements.
- Developing integrated strategic plans delineating contracting strategies, key risk areas, and metrics to measure costs, schedules, and performance.
- Overseeing the planning, execution and governance of programs and their related projects to meet the customers' needs and the successful delivery of the programs' output/product. Responsible for the successful initiation, planning, design, execution, monitoring, controlling and closure of a program or project.
- Understanding and addressing customer needs and requirements by leveraging S&T's matrixed support, subject matter expertise, and business processes to develop solution approaches, recommend resourcing, and contribute to project plans, solution execution, delivery, and transition.

Requirements

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: 1) Leading multiple programs, projects, activities, and/or operations to facilitate effective management and meet the customer's strategic objectives. 2) Developing goals, policies and/or objectives encompassing research efforts to develop technologies and systems to support an agency's mission. 3) Performing long-range program planning of resource requirements to meet program needs, enhance program accomplishments, and comply with regulatory and policy requirements and 4) Utilizing financial management strategies to secure appropriate funds, justify and/or manage program budgets, set priorities, and track expenses for an organization.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
