Duties

Supervises a minimum of six (6) GS-0303-06/07 Administrative Support Assistants, and one (1) GS-0303-04 Administrative Support Clerk. Plans, assigns, directs, prioritizes and reviews work; evaluates performance; prepares recruitment paperwork, coordinates and leads interviews, and selects candidates for positions and initiates personnel actions for promotions and reassignments within the incumbent's team. The incumbent also hears and resolves employee complaints; effects disciplinary actions; provides and carries out training and development and performs other supervisory functions needed. Maintains access to and utilizes financial software systems and Excel (or similar programs) in order to assist program managers and subordinate staff in budget formulation and execution. Incumbent oversees data entry within automated systems by program managers and subordinate staff for accuracy and appropriateness under the general direction of the Budget Officer. Serves as a liaison between the Servicing Human Resource Office (SHRO) and the park with the division lead. As liaison, you will coordinate personnel needs, conversations, operations, and recruitment efforts for a park with over 350 personnel to assure positions have minimal vacancy. Assists the division lead in reviewing internal controls requirements, participates in internal controls reviews, and implements corrective actions plans as directed. Develops Standard Operating Protocols and job aids for park staff use, as needed. Identifies situations of waste, fraud, and abuse, and reports to the appropriate party as defined by policy. Responsible for overseeing timekeeping functions and for providing direction and guidance to subordinate staff within timekeeping system or other automated system. Incumbent may assist supervisors and subordinate staff in requisitioning approved supply and services for day-to-day operations. Assists supervisors, subordinate staff, and the Supply Technician with property accountability and associated recordkeeping, advising of appropriate forms and guidelines. Reports to the division lead within the Division of Administration and Business Services at Mount Rainier National Park.

Qualifications

All qualifications must be met by the closing date of this announcement-12/01/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of specialized experience comparable to the GS-07 level in the Federal service (obtained in either the public or private sectors). Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include but are not limited to: 1) planning, assigning, or prioritizing work as a supervisor or team lead; 2) evaluating program execution by identifying statuses or trends, solving problems, and developing recommendations; reviewing and developing budget requests; 3) developing or implementing budget execution guidance; using SAP or comparable financial software system for reporting and budget allocation (SAP, or Systems Applications and Products, is a widely-used enterprise resource planning (ERP) software); 4)using Microsoft Excel or similar software techniques including Macros, Pivot Tables or VLOOKUP (value lookup function) to analyze data; 5) and advising senior managers and program managers on complex financial and budgetary issues. You must include hours per week worked. -OR- EDUCATION: Successful completion a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree Or LL.B. or J.D., if related. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. Only education in excess of the first year of graduate education is creditable toward meeting the specialized experience requirements. One full year of progressively higher-level graduate education beyond the first year of graduate education is equivalent to 1 year of specialized experience. For example, I have six months of the specialized experience described above (50% of the experience requirement), and 1.5 years of progressively higher-level graduate education from an accredited institution (50% of the qualifying education). You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
