This position is located in the Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A). The incumbent serves as the Chief of Aviation Plans and Program Division, Office of Aviation. The office provides counter-narcotics, law enforcement, diplomatic aviation support around the world.
Duties
Serves as the Chief of Aviation Plans and Program Division, directing the implementation of aviation counter -narcotics/counterterrorism and diplomatic transport programs worldwide.
Develops long range plans for future programs and projects for specific country operations, leading study teams consisting of operations, maintenance, and logistics personnel as required.
Directs the work of the senior staff of the Office of Aviation, coordinates staff recommendations, sets priorities and ensures that each functional area performs tasks as assigned by the Director.
Conducts policy studies and program evaluations, ensuring new policies, or changes to existing policy, are cleared and coordinated within the Department, thus contributing to the development of aviation transportation strategies worldwide.
Directs the delegation of authority to a staff of employees and monitors their performance in accomplishing assigned workload.
Requirements

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service that demonstrates a knowledge of transportation function(s) which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing strategies for gaining interagency and/or congressional support for federal aviation programs.
Experience developing policies and programs designed for aviation and international support.
Experience in establishing and maintaining effective working relationships with department and senior officials.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
