Duties

Participate in managing all phases of the buildings and facilities maintenance program, including installation, maintenance and repair of mechanical, electrical, refrigeration and pumping systems. Manage and arrange daily, weekly and monthly inspections as well as annual, 3-year and 5-year planning for buildings, utilities, grounds, sanitation and other facilities. Conduct facility safety and health compliance inspections and monitor compliance with safety and health regulations. Responsible for safety and health program reviews Develop budget and cost estimates. Adjust expenditures as directed based on unforeseen events. Assist in preparing estimates of cost for supplemental budget requests for funding to cover unforeseen maintenance needs. Evaluate and monitor equipment costs and make recommendations regarding efficiencies. Ensure that work orders are prepared and prioritized to determine tracking progress through project completion. Develop and maintain historical records, which documents costs and classifies work accomplished. Monitor repairs or replacement programs Serve as Level I Contracting Officer Representative for maintenance and service contracts for the facilities. Compile contracts for advertisement to bid quotes Develop alternatives for repair and/or replacement of existing systems and arrive at a solution which is compatible with budgetary constraints. Monitor construction projects and inform management of any problems Make recommendations regarding violations to keep current on agency policy. Qualifications

Specialized experience is defined as one year of specialized experience equivalent to at least the GS-9 grade level; Qualifying specialized experience includes meeting one or more of the following: managed all phases of the buildings and facilities maintenance program, including installation, maintenance and repair of mechanical, electrical, refrigeration and pumping systems associated with specialized operations. Oversaw major repetitive tasks such as repair and replacement of components of buildings, septic and water systems, electrical systems, heating and refrigeration systems, grounds maintenance, snow removal from walkways, paths, compound road system, parking lots and roofs, as necessary. Monitored equipment costs and use, developed budget and cost estimates for facilities. Conducted maintenance inspections and condition surveys, including acting as a COR (Contracting Officer's Representative). OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work and with major study in engineering, industrial arts, property management, or business administration. OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) as described above. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work and with major study in engineering, industrial arts, property management, or business administration. GS 12 level. Specialized experience is defined as one year of specialized experience equivalent to at least the GS-11 grade level. Qualifying specialized experience includes meeting one or more of the following: Managing buildings and facilities maintenance for a multi-unit facility, including installation, maintenance and repair of mechanical, electrical, refrigeration and pumping systems associated with specialized operations; Overseeing complex maintenance tasks such as construction, repair and replacement of buildings, septic and water systems, electrical systems, heating and refrigeration systems, grounds maintenance, road systems; Monitoring equipment costs and use and developing budget and cost estimates for multi-component facilities such as campuses, hospital complexes, or military or special purpose installations. Directing and conducting maintenance inspections and condition surveys, including acting as a COR (Contracting Officers Representative). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
