Veterans Integrated Service Network 10 Human Resources Management Service (VISN 10 HRMS) is recruiting for a Human Resources Assistant (Employee Relations/Labor Relations) this position will function at the Dayton VAMC. This position is not virtual and the incumbent will be required to physically be onsite.

Duties

Correspondence and Customer Service Controls and responds to incoming and outgoing correspondence: determining priority, establishing suspense dates as required, referring to a supervisor or appropriate co-worker, and following-up to ensure suspense dates are met. Responds to a variety of inquiries regarding program policy and procedures. The incumbent takes a proactive approach to helping customers with problems and inquiries. The position screens questions or complaints from employees and union inquiries by determining the nature and scope of the problem. They informally resolve issues that can be satisfied by an explanation of personnel policies, such as the difference between absences without leave and leave without pay, and refers significant problems with potential for formal grievances, appeals and/or other third-party complaints to the appropriate HR Specialists in these program areas. Provides information and assistance to employees and supervisors based on interpretation of regulations and rules. Provides technical guidance, information, and assistance for a variety of Employee Relations programs such as disciplinary actions, grievances, appeals, complaints, and drug testing. Evaluates sensitive personnel issues and counsels employees on the requirements and repercussions of viable options. Employee Relations/ Labor Relations Support The incumbent provides administrative support by responding to questions, complaints, problems, or situations, and providing explanations of HR policy in ER/LR. The incumbent identifies relevant facts and issues, analyzes individual circumstances, interprets data to determine facts surrounding required actions, determines relevant guidance and procedures, prepares reports, and recommends appropriate corrective actions commensurate with assignments. The incumbent conducts regulatory research to provide a thorough response. Assists HR Specialist on special projects by gathering and organizing data, identifying issues and discrepancies, formatting material, and recommending improvements and solutions. The employee assembles evidence files and obtains information from relevant sources necessary to the HR Specialist to determine appropriate guidance/advice to management. Maintains, monitors and follows up on suspense items and reports. Prepares correspondences, reports, forms, and other documents required to complete actions. Assists the Specialist with the preparation of agency files for third-party appeals, including Merit Systems Protection Board appeals and Equal Employment Opportunity document requests and hearing files. Incumbent preforms the same tasks for Disciplinary Appeals Board hearings, Administrative Investigative Board, fact-finding , etc. The incumbent maintains and updates a variety of computerized databases, maintains statistical data necessary to comply with the reporting requirements of the Network/VACO, records and gathers data and prepares reports. The incumbent collects information and prepares draft responses to Freedom of Information and/or Privacy Act requests. Responds to inquiries on procedures for disciplinary actions, grievances, and appeals concerning timeliness, documentation, and signature requirements. Screens questions or complaints to accurately determine the nature or scope of the problem, resolving issues that can be satisfied by an explanation of HR policies. Guides supervisors to the appropriate HR Specialist for advice regarding compliance with bargaining unit agreements. Provides administrative assistance to Specialist when conduction a demand to bargain discussion/negotiation with union representatives. The incumbent prepares and maintains records on all actions associated with ER/LR. The incumbent maintains all electronic tracking mechanisms used within the program area. Processes and documents HR actions in ER/LR. The incumbent processes requests for assigned specialty areas the require knowledge of forms, authorities, action codes, regulatory authorities or additional pay systems, and employee categories. The incumbent codes actions in HR Smart. Preforms other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To Qualify for a GS-06: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of laws regulations, Executive Orders, agency HR policies and procedures. Knowledge of how to preform legal research, information gathering techniques, and analytical skills to locate, interpret, and analyze for appropriateness. Ability to communicate ideas both orally and in writing. Knowledge of OPM and VA policies and handbooks. . There is no educational substitution for the GS-06 level. To Qualify for a GS-07: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of laws regulations, Executive Orders, agency HR policies and procedures. Ability to preform legal research, information gathering techniques, and analytical skills to locate, interpret, and analyze for appropriateness. Ability to communicate ideas clearly both orally and in writing. Ability to use qualitative and quantitative analytical techniques to make informed judgements on problems and issues. Ability to apply and interpret Federal labor laws, OPM and VA policies. There is no educational substitution for the GS-07 level. You will be rated on the following Competencies for this position: Clerical Customer Service Technical Competence Manges and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical exertion is required. The work is primarily preformed while sitting, although some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meeting etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
