About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at USCYBERCOM, Fort Meade, MD..

Duties

Provide staff level employee relations consultations to the USCYBERCOM Commander and Staff, Senior Leadership, and Management Officials on specific and Command-wide issues. Provide authoritative interpretation and instructions on laws, regulations, policies and procedures, and develops guidance on appropriate course of action. Review and provide comments to the EEO office on various initiatives that impact the USCYBERCOM HR community and ensures all elements of the command have a consistent understanding of the directed overall approach related to a particular initiative. Establish management controls, implementing instructions and other guidelines to assist in the effective management of the employee relations program and related HRM programs. Coordinate and interface with worldwide servicing CPACs to coordinate the employee relations and related human resource programs necessary to resolve any issues or concerns that involve USCYBERCOM personnel. Serves as a Senior Staff Action Officer on special projects and complex studies to develop and evaluate proposals and initiatives to improve the effectiveness and efficiency of Command HRM performance. Plan, organize and/or lead team efforts involving the review and analysis of HRM practices and procedures covering major program or potential problem areas within the Command. Develop, interpret, and analyze data extracts and reports from automated HR databases and develops the most efficient and effective automated systems approaches for presenting HR reports and graphics for management.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • Drug Testing: This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic random drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

Specialized experience would be demonstrated by providing advice and regulatory guidance on matters relating to employee relations, labor relations and performance management for an organization; interpreting and applying laws, regulations, case law, and local policies to resolve or correct performance and conduct issues; working with leadership on complex issues in a variety of areas such as EEO, contract negotiations, bargaining unit determinations, arbitration, and unfair labor practices; and providing training to managers and supervisors regarding employee evaluations, probationary periods, employee recognition programs and disciplinary procedures.
