Supervises a group of senior Appeals Officers and appropriate support personnel engaged in the hearing, negotiation and settlement of taxpayer's appeals of tax controversies.
Supervises trained mediators who work to resolve conflicts through the various Alternative Dispute Resolution (ADR) forums available to taxpayers. The incumbent serves as the final decision-maker on Post Appeals Mediations (PAM) controversies.
Manages team members who are responsible for resolving tax controversies involving individuals, partnerships, estates, corporations, and other complex tax issues. Exercises initiative, judgment, independence and a high degree of confidentiality in the administration of the Appeals activities.
Approves settlements for cases that exceed team members' settlement authority and exercises full settlement authority over all cases in the team, ensuring all settlements and team objectives comply with the law and Appeals' mission, vision, and core values.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE IR-04: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS 13 or GS 14 grade in the normal line of progression in the Federal service. Examples of specialized experience include. To be qualifying for this position your experience should be sufficient to demonstrate:
Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight;
Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;
Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources);
Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
In addition, your 1 year of specialized experience must include:
Applying professional legal principles, theory, and practices to analyze and interpret legal issues specifically to determine effect on tax liabilities or financial statements.
Applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine effect on tax liabilities or financial statements.
Applying knowledge of accounting topics to the resolution of tax issues. Accounting topics include: stockholder equity, income recognition and other special reporting topics; financial characteristics of business entities; journal and ledger entries; present value application; inventory valuation; investments and revenue recognition, auditing standards and generally accepted accounting principles associated with asset and liability measurement and their related effect on net income.
