The Program Specialist - Facility Telehealth Coordinator (FTC) is responsible for overseeing and managing all telehealth activities between the Minneapolis VA Health Care System, its community based clinics, other VA facilities within the VISN, and with facilities across the nation. The FTC is the subject matter expert and is responsible for providing enterprise-wide oversight to ensure that health care delivered through telemedicine technology/virtual care modalities are administered properly.
Duties
Major duties include, but are not limited to:
Serves as the telehealth program leader for the Minneapolis VA Health Care System (MVAHCS) by coordinating and guiding the work of telehealth staff at all levels of the organization.
Ensures that VHA's strategic plan, mission, vision for telehealth is communicated across the MVAHCS and integrated into objectives, work plans, and work products at the service-level.
Plans, develops, organizes, coordinates, manages, and evaluates all MVAHCS telehealth services, and is accountable for telehealth functions and program management.
Provides oversight, guidance, and leadership of the Telehealth Program at the MVAHCS to ensure the program meets the needs of the Minneapolis VA Health Care System, VISN 23 and beyond.
Manages services across the health care continuum, working closely with providers and other health care professionals and team members across all major services lines/Integrated Care Communities (ICCs) who deliver care to all veterans who are serviced within VISN 23.
Works closely with Network and facility leaders and staff to incorporate new concepts and programs into current systems and coordinates education and training by preceptors to all facility staff and Veterans affected by program role, or technology changes.
Provides leadership with the degree of services and resources available in order to develop services and program needed to support the Veteran.
Develops, implements, maintains, and documents Telehealth internal and control policies and procedures
Executes administrative and personnel management responsibilities related to the accomplishment of the Telehealth program. Responsible for supervision of Hybrid Title 38 Lead Telehealth Clinical Technician (TCT). Completes leave requests, certifies timecards, and oversees day-to-day management activities for Lead TCT.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience includes: Leading, mentoring, training, and/or supporting a team in a healthcare setting; Supporting a telehealth program by developing policies, procedures, and criteria for the administration of the telehealth program; Developing initiatives to improve health care access for patient populations to have access to timely, quality care; Applying federal laws, rules, regulations, and policies to healthcare and/or telehealth programs. NOTE: This experience must be detailed in your resume to receive credit.
