The Telephone Operator position is located in the Central Texas Veterans Health Care System, Medical Administration Service, Support Services Section, Temple and Waco, and provides telephone operator service in a 24-hour, seven days a week, 365 days per year operation to all Veterans and staff.
Duties
Duties include but are not limited to:
Operates a telephone system to direct local and routine or complicated long-distance calls of various precedence and security levels using related sets of procedures.
Monitors alarm systems and uses radios to transmit information in emergency situations (in response to activated alarms, incumbent is responsible for contacting appropriate personnel).
Monitors a group alert paging system that includes blood and oxygen supply systems, disaster groups, and an emergency communication system.
Performs data collection and assists in the planning, review, and reporting of data/statistical results of studies related to call volume, facility alerts, paging, and disaster/emergency operations.
Possesses knowledge of Microsoft (MS) Office Suite and Outlook to read email and create/submit required reports.
Routes the caller to the appropriate department and/or clinic/service, handles conflict with the customer constructively and appropriately.
Furnishes information to callers concerning telephone extensions, installation organizations, functions, missions, missions, and staff members.
Communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

General Experience: You must have one (1) year of general experience that demonstrates progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have at least two (2) years of education above a high school degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of general experience and education beyond one (1) year of high school.

Physical Requirements: The work is usually sedentary, but may involve some standing and walking to consult directories and manuals. The work is normally performed in a well-lighted, temperature-controlled room. Normal safety precautions are required.
