This position is located in the HCMO and serves as a SUPV HR Spec that oversees Position Management, Force Structure, & Position Classification. The incumbent will work closely with CFO and Manpower analysis taskings; assists the Chief with the supervision of a team of approximately 3-4 specialists and may oversee contract employees assigned to support the division; provides supervision, leadership, advice, and guidance to team members, senior leaders to support Position Management across DCSA.

  • If the position is filled in Ft. Meade or Boyers, there will be frequent travel to Quantico, as needed.

Qualifications

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Conducting organizational and process related studies and analysis of organizations, functions, and work processes. Provide management consultant capabilities to improve matters of mission effectiveness, resource efficiency and resource savings; provides management consultant services on position management. Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness. Provide senior leadership, managers, and supervisors with recommendations to improve support and management oversight for serviced organizations on the most effective and efficient management of manpower and personnel. Desired, but not required: Classification and Manpower experience. Specifically you will be evaluated on the following competencies: Manpower Management - Monitor and track the execution of manpower requirements to meet mission goals. Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Problem Solving - Identifies and analyzes problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems; distinguishes between relevant and irrelevant information to make logical judgements. Position Classification - Evaluate, establish, and maintain position classification program/standards to determine appropriate pay system, occupational grouping, title, and grade of positions, and advise on position and organizational design.
