Duties

This position is located at the Clement J. Zablocki Medical Center, Milwaukee, WI in the Medical Information Systems Division, Eligibility, Enrollment, and Intake (EEI) Section. The position has full authority and responsibility for the direction and operation of the Eligibility & Enrollment Staff and Burial Detail Clerk in the Medical Information Systems Division of the Milwaukee VA Medical Center. This position is to establish, implement, enforce, and control a complex system of administrative management in the operation of the following two separate units below: Eligibility, Enrollment: The incumbent establishes procedures and controls over the administrative processing of all individuals who apply for care at this facility to assure the prompt and courteous processing of applications is maintained. The incumbent establishes a systemic method of establishing legal eligibility for each veteran who applies for care and assures applicants are kept fully aware of their entitlement to VA medical benefits. The incumbent directs the activities associated with the Burial Detail program including working closely with local funeral directors and the deceased patient's family members. The incumbent assures the legal entitlement associated with burial are uniformly applied and coordinates all administrative actions necessary to bury unclaimed remains and to dispose of the deceased's effects. The incumbent is the primary timekeeper for the Eligibility, Enrollment and Intake Department (EEI) . The incumbent coordinates telephonic consents for patient care at the Milwaukee VA Medical Center. The incumbent serves as the Medical Information Systems Division liaison on eligibility matters with members of the medical staff. He/She establishes and maintains effective working relationships with the Clinical Division Managers. The incumbent must have a thorough knowledge of all regulations governing VA medical benefits and must be able to call upon this knowledge to independently adjudicate unusual cases. The incumbent must interpret and implement regulation, manual directive, handbooks, interim issues etc., which affect patient entitlement and transform these complex policies into concrete procedures which can be used by frontline employees. He/She serves as an advisor to the Deputy Program Manager, Benefits Management Section, on all matters and communicates to the Manager the impact new directives/initiatives will have on program administration. The incumbent researches and prepares responses to Congressional inquiries and works closely with County Veteran Service Officers and Service Organization representatives in resolving problems. The incumbent is fully proficient on all computer applications as they apply to assigned units and coordinates and may be required to implement several computer software enhancements each year. The incumbent also utilizes the computer systems to monitor workload, derive statistical reports and perform data validation functions which include, but are not limited to: Means Test, Enrollment, Eligibility, and Veteran enrollment record updates. The incumbent must assure that data necessary for the health care facility's Cost Recovery Program is accurately maintained and communicated without compromising patient care or eligibility as defined by Public Laws. The validity of this information has a direct impact on this health care facility's future funding. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement Basic Requirements: CITIZENSHIP: Must be a United States Citizen. ENGLISH: Must be proficient in basic written and spoken English. EDUCATION/EXPERIENCE: Must possess six (6) months experience of clerical, office, or other work that indicates the ability to acquire the particular knowledge and skill necessary to perform the duties of the Medical Support Assistant. OR Must have successfully completed one (1) year above high school. This education must have been obtained in an accredited technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university. (TRANSCRIPTS REQUIRED) OR Equivalent combinations of experience and education are qualifying for entry level. (TRANSCRIPTS REQUIRED) IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE, YOU MUST MEET THE GRADE REQUIREMENTS AT THE GS-7 LEVEL TO QUALIFY FOR THIS POSITION. GS-7 LEVEL GRADE REQUIREMENTS: Specialized Experience: One (1) year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Specialized experience includes experience such as scheduling, canceling, re-scheduling patient's appointments and/or consults; entering no-show information; monitoring the electronic wait list; preparing for clinic visits; monitoring both inpatient and outpatient appointments for areas of responsibility; ensuring encounter forms are completed in order to obtain appropriate workload credit; verifying and updating demographics and insurance information; processing emergency and non-emergency transfers to other VA facilities or private hospitals; performing basic eligibility, co-pays and pre-authorization requirements for specific coverage; ability to organize work, set priorities, and delegate tasks and responsibilities; skill in communicating; ability to provide staff development and training; ability to manage staffing requirements, manage priorities, and coordinate work; ability to follow-up on pending issues and demonstrating an understanding of the impact of incomplete work; and the ability to review and monitor data to ensure all reports are complete and accurate. AND Candidates must demonstrate the KSAs below: KSA 1: Ability to provide the full range of administrative and supervisory duties which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancement. KSA 2: Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with all healthcare professionals to ensure quality/continuity of care and ensure compliance with established policies and regulations .KSA 3: Ability to provide briefings, orientations, staff development, and training. KSA 4: Ability to delegate authority, evaluate and oversee people and programs, accomplish program goals, and adapt to changing priorities.
