This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a senior professional land surveyor with US Army Corps of Engineers, Louisville District, Engineering Division.
Duties
Surveys include land, engineering (design, construction, and site location), geodetic (horizontal and vertical control), and ultra-precise dam alignment surveys.
Resolves problems and makes significant recommendations and decisions for survey projects.
Consults with District personnel regarding surveys to be conducted based on engineering requirements.
Provides recommendations regarding suitability of existing maps, determining type, extent, and methods to be used, coordinating field mapping operations.
Accomplishes a wide variety of office computations required for the reduction, processing, management, and storage of field survey data.
Mentors and trains field survey crew; Reviews in-coming work and coordinates efforts in planning field surveys.
Obtains and ensures maintenance of all survey instruments, equipment, supplies and vehicles required in performance of the survey functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Professional Land Surveying License is required for this position.
- Valid state driver's license is required for this position.
- Required to submit a Financial Disclosure Statement OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation dtd 23 Mar 2006.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Land Surveyor:
A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education.

C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes providing professional, technical, and administrative expertise for surveying, GIS, and mapping activities; supporting all types of field surveys including geodetic, topographic, hydrographic, subsurface, cadastral, photogrammetric control, alignments, grades, construction layout, etc.; provides all GIS support to include survey data integration, contractor QA, geospatial data uploads, and quarterly updates; accomplishes a wide variety of office computations required for the reduction, processing, management, and storage of field survey data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
