About the Position: Red River Army Depot (RRAD) is located in northeast Texas, 19 miles west of Texarkana and approximately 170 miles northeast of Dallas. RRAD is near the corners of 4 states - Arkansas, Louisiana, Oklahoma and Texas. The depot's enormous maintenance mission includes the repair, rebuild, overhaul and conversion of tactical wheeled vehicles. Duties
Provide policy and procedural guidance, and the employee functions independently within these guidelines when performing assigned duties and responsibilities.
Serve as a shift supervisor for one of three rotating shifts responsible for planning, directing, and reviewing the activities of personnel engaged in the protection and enforcement of a government facility and the property thereon.
Supervise and direct the activities of subordinates engaged in law enforcement work in the protection of life, property, and the civil rights of citizens on a government facility.
Execute administrative and personnel management responsibilities related to the accomplishment of the mission assigned.
Serve as a direct representative of the Directorate of Emergency Services.
Receive complaints and other requests for assistance, reviews all paperwork obtained during the shift from patrols prior to their being released from duty.
Perform law enforcement duties in area of exclusive Federal jurisdiction.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain appropriate security clearance for access to Depot Production Computer System.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position has been designated "Mission Essential".
- In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
- Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- IAW AR 190-56 this position is covered by the Individual Reliability Program (IRP), and has been designated by Department of Army as critical to the national or internal security. Personnel must meet the standards for the IRP.
- This position requires certification in cardiopulmonary resuscitation (CPR) and First Aid training within 90 days of hire and maintain certification for the duration of employment.
- This position requires a successfully completion of the Civilian Education System Course and the Supervisory Development Course within 12 months in the position.
- Incumbent is required to complete the United States Army Civilian Police Academy within 6 months of employment. Failure to complete the training may result in adverse action.

Specialized Experience: One year of specialized experience which includes 1) leading lower level police officers or emergency personnel; 2) enforcing law enforcement regulations and procedures; and 3) performing police officer duties such as vehicle inspections, patrolling the installation, and issuing citations. The OPM Qualification Standard states experience must have provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
