About the Position: This is a Program Manager, GS-0340-14 position with the U.S. Army Corps of Engineers, Little Rock District located in Little Rock, AR. This Program Manager will manage the Hydropower Program and Projects with a team of Project Managers in conjunction with Operations personnel and the Southwest Division in support of the Southwestern Power Administration. Little Rock District has a robust Hydropower program with numerous projects ongoing and upcoming major rehabilitations.
Duties
Manage maintenance and rehabilitation projects for seven hydroelectric powerplants.
Supervise a staff of project managers executing challenging maintenance and rehabilitation projects.
Serves as the Program Manager responsible for reporting and communicating status of program to leadership, higher headquarters, Southwestern Power Administration (SWPA) and Southwestern Power Resources Association (SPRA).
Serves as mentor/coach to project manages within the Programs and Project Management Division.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
- Required to maintain Project Management Professional accreditation or able to obtain it within 1 year of selection.
- Must possess and maintain a valid driver's license to operate motor vehicles in accomplishing assigned duties. Duties require travel up to 25-50% of the time.
- A one supervisory probationary period maybe required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which must include meeting two of the three work assignments: can meet statements 1 or 2 but must also meet #3 as follows: 1) managing hydropower design and construction projects; or 2) design and construction of a megaproject, or other high-complexity, and high-cost project (e.g., over $50M); AND 3) utilizing industry standard project management processes such as Project Management Institute (PMI) with roles including initiation, planning, execution and closeout. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
