Navy Child and Youth Programs (CYP) offers high quality early care and youth services in center-based (birth - five), facility-(age 5-12), and recreational environments (teen; youth sports and fitness).
This position will be primarily located at the Before and After School Program.

Duties
Ensures that the childcare provided is in compliance with child development standards as outlined in applicable regulations.
Assists in planning and conducting an effective child development program to meet physical, social, emotional and intellectual needs of each child based upon stated goals and a curriculum plan provided by the supervisor.
Reviews and implements daily schedules and activity plans. Arranges room and play materials to accommodate the daily schedule, sets up displays and bulletin boards.
Helps create adult-made games and play materials (i.e. mixing paints, playdough, and assembling props for dramatic play activities, etc.) and assists with developing a list a of needed supplies and equipment for submission to the supervisor.
Receives children from parents, notes all special instructions which parents may provide, maintains an accurate count of children in their charge, conducts daily health checks of children, notifies the supervisor or center director of any marks or other signs that might indicate a suspicion of illness, abuse or neglect.
Creates a pleasant, inviting atmosphere for children, ensures the safety and sanitation of children through constant supervision, effective arrangement of space, and proper maintenance of equipment.
Attends to physical needs of the children (i.e. diapering, feeding, toileting, resting, etc.), helps children to develop self-help skills, rocks and hold babies, and assists children during family style meals.
Requirements
- This position may be a Test Designated Position (TDP). The incumbent of this position may be subject to and must consent to pre-employment and random drug testing.
- Must satisfactorily complete all background checks for child care positions, including fingerprint checks, a Tier 1 with Child Care check, Tier 3 if applicable, and a State Criminal History Repository (SCHR) check.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- Must pass a pre-employment physical, provide evidence of immunization, be free of all communicable diseases, and obtain appropriate immunization against communicable diseases.
- Ability to sustain considerable walking, standing, bending, stooping, and lifting up to 40 pounds.
- Must successfully obtain and maintain appropriate security clearance as needed.
- Ability to complete required training certificates, and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions used as part of DoD's Child and Youth Programs.
- Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required.
- Must possess a valid state driver’s license.

Intermediate Level (CY-1702-01)
Entry Level abilities plus:
Knowledge of basic child and youth development principles to meet the physical, emotional, social, and intellectual development needs of children and youth.
Ability to implement developmentally appropriate principles and practices to provide high-quality direct care and education and development.
Ability to interpret a curriculum or activity plan.
Ability to follow written instructions.
Ability to plan and organize, and work cooperatively as a member of a team.
Ability to promote and foster effective working relationships with children, youth, and coworkers.
Ability to work cooperatively as a member of a team.
Six (6) months of experience working with children or youth in a child and youth setting.
Target Level (CY-1702-02)
Entry and Intermediate Levels' knowledge and abilities plus:
Knowledge of child and youth development principles in order to appropriately inform the efficient and effective program response to meet the needs of children and youth.
Skill to implement developmentally appropriate child and youth development principles, practices, and services in order to provide high-quality direct care and education for children and youth, either individually or within groups.
Skill to promote and foster effective working relationships with children, youth, and coworkers.
Skill to work cooperatively as a member of a team.
Skill in verbal communication in order to provide basic program information and explain CYP processes and procedures.
One (1) year of experience working with children or youth in a child and youth setting.
Education
A qualified candidate possess one of the following:
QUALIFICATION REQUIREMENTS:
Minimum High School Diploma/GED required.
GSE-02: Must be at least 18 years of age with a high school diploma or equivalent. Prior experience working with children and/or youth preferred.
GSE-03: Must have six (6) months experience working with children or youth in a child or youth setting AND have completed child abuse modules and modules 1, 2 and 10 of the DoN Standardized Module Training.
GSE-04: An incumbent must have:
- Completion of the DoN Standardized Module Training AND 12 months of experience working with children and youth.
OR
- A Child Development Associate (CDA) credential or Military School-Age (MSA) credential.
OR
- 2-year degree in Early Childhood Education (ECE), Child Development or reflated field of study, which can include Youth Recreation, Physical Education, Elementary Education, Secondary Education, Youth Development, Psychology, Social Work, Home Economics with an emphasis in Human Development, or other degrees as appropriate.
