The Medical Technician will be aligned under the Laboratory Section of the Diagnostics Service. The incumbent obtains blood by venipuncture/capillary puncture and/or urine samples for analysis. The facility provides comprehensive healthcare services to eligible Veterans in in-patient and out-patient settings.
Duties
Duties include but may not be limited to:
Draws blood specimens from individuals by venipuncture and capillary puncture.
Obtains, identifies, packages, and distributes all blood and urine samples to designated areas for testing.
Administers first aid and/or CPR to any patients having an unfavorable reaction.
Centrifuges specimens, and then refrigerates or packs in ice according to test procedures.
Correctly identifies practitioner orders to collect appropriate specimens for testing.
Follows all regulatory and legal requirements for chain of custody specimens.
Operates equipment or instruments necessary to perform the high volume, less difficult tests.
Uses computer information systems necessary to accomplish job functions.
Receives phone calls and visitors/patients to lab.
Performs the monthly and quarterly inventory for supplies needed for the collecting procedures.
Obtains patient demographics or personal health information, as needed, to identify patient.
Complies with federal, state, and locally mandated regulations regarding safety practices and compliance practices.
Work Schedule: 8 hour shifts between the hours of 0600-1630 to include weekends

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2023.
Time-In-Grade Requirement: Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.
A selective placement factor is a competency/KSAs or special qualification without which a candidate could not perform the duties of a position in a satisfactory manner. Selective factors are applied in addition to minimum qualifications. Applicants who do not meet a selective factor are ineligible for further consideration.
The selective placement factor for this position is experience performing phlebotomy/blood draws on human patients.
This position also required a valid driver's license.
You may qualify based on your experience and/or education as described below:
General/Specialized Experience: Six months of general experience and six months of specialized experience. General experience is defined as any type of work that demonstrates the applicant's ability to perform the work of the position or experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Examples of specialized experience are defined as (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; OR 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of a full-time training course of approximately a year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition, included supervised laboratory practice incident to the diagnostic process and the treatment of patients; OR 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled. A transcript is required if basing qualifications on education. OR,
Combination: Applicants may also combine education and experience to qualify at this level. For example, the position to be filled is a Medical Technician, GS-4. An applicant has 5 months of general experience and 36 semester hours of college. The applicant meets 42 percent of the required experience and 60 percent of the required education. The applicant exceeds 100 percent of the total requirements and is qualified for the position. This example assumes that education is being used to meet the specialized experience requirements, and that at least 7 of the 36 semester hours are in courses directly related to the work of the position.

Physical Requirements: The work requires prolonged sitting, standing, bending, walking, and driving. The employee is required to lift up to thirty-five pounds. The incumbent must use normal work practices with office equipment; avoid trips and falls; and observe fire regulations.
