The Outpatient Pharmacy Supervisor is responsible for the professional and administrative management of outpatient pharmacy services, to include budgetary execution. Incumbent supervises multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals.

Duties

DUTIES: The primary responsibility is to develop and maintain a practical work flow pattern for patient care within the Outpatient Pharmacy. The incumbent is responsible for ensuring that all Outpatient personnel have adequate training in safety, quality assurance, and risk management. Responsibilities also include appropriate training to outpatient employees to obtain or maintain competence in assessed areas of practice. Treats patient, team members, other facility employees and visitors with respect. Responds to the needs of the service in a courteous and timely manner. Demonstrates appropriate and proactive interpersonal skills to achieve the goals of the service. Acts as a team member and is supportive of the group's efforts at all times. Demonstrates an ability to work under a variety of circumstances to maximize group productivity and quality. Supports and participates in the EEO plan of this Medical Center and distributes all pertinent information to Outpatient Section staff. Develops and implements all assigned pharmacy programs to meet the highest standards of efficiency and pharmaceutical care. Evaluates all Outpatient Section staff performance, award, and disciplinary actions in accordance with policies of the Veterans Affairs Medical Center. Upholds the regulations set forth by the Pharmacy and Therapeutics Committee in regards to administration of medication. All assigned duties are done in a timely and courteous manner keeping with the Service Excellence philosophy of this Medical Center. The incumbent keeps supervisor informed of activities. The incumbent is required to be familiar with pharmacy computer programs and to assist with ADPAC duties and needs. Participates in ongoing Performance Improvement activities. Updates patient profiles with ancillary information, such as notice of approval of non-formulary or restricted drugs. The incumbent is responsible for the CMOP program, making sure of its proper operation. The Outpatient Supervisor acts as a control point approving official for Pharmacy Service. This entails approving all pharmacy orders that are placed. The incumbent is responsible for keeping abreast of changes within Pharmacy Service (i.e. formulary additions and deletions, interdepartmental memoranda, relevant station memoranda, policies and procedures) and maintains a general knowledge of VA, DEA and TJC regulations. Incumbent participates in the training and in-servicing of pharmacists, pharmacy technicians, pharmacy students, pharmacy residents, and other medical center personnel as required. The incumbent has supervisory control of the Controlled Substance program, investigational drug dispensing for Outpatient use, providing assistance and training as deemed necessary. In the performance of official duties, the employee has regular access to printed and electronic files containing sensitive data which must be protected under the provisions 2020 of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statues and policy, and DM & S policy. The employee is responsible for; (1) protecting that data from unauthorized release or from loss, alteration, or unauthorized deletion and, (2) following applicable regulations and instructions regarding access to computerized files, release of access codes, etc. as set out in a computer access agreement which the employee signs. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS13 Pharmacy Supervisor: Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d.
