This position will serve as a Supervisory Police Officer - Major at the Lebanon VA Medical Center in Lebanon, PA , ensuring a safe and secure environment across all VA Administrations with various settings, including a variety of jurisdictional environments, such as VHA Medical Centers and facilities, Inpatient Clinics, Outpatient Clinics, domiciliary and administrative sites throughout the United States.

Duties

This occupation is currently approved for a Veterans Health Administration enterprise-wide Critical Skills Incentive through 10/05/2024. Candidates may be eligible for a lump sum CSI for a pro-rated amount if onboard prior to the CSI expiration date. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI. Provides advice and guidance to Police Service management officials and staff; Directs and supervises a variety of security and law enforcement assignments and projects performed on VA departmental property; Oversees policing activity and preliminary and/or supplemental investigation of crimes, interviewing victims, complainants, witnesses and suspects; Coordinates, oversees and provides security and assistance to Veterans, patients, employees, contractors, volunteers, affiliates, and visitors entering VA facilities; Protects high value assets from theft, intentional damage and unauthorized removal of government property; Performs various law enforcement and administrative functions throughout the department; Ensures law enforcement and security program policy, procedures and operational compliance; Establishes priorities to coordinate, plan, organize and complete work; Oversees human resource activities such as recruitment of vacancies; preparing, conducting and reviewing performance evaluations; takes disciplinary action; identifies and conducts specific training; approves and monitors leave requests; Responds to highly dangerous and active crimes in progress; Makes independent decisions to take, direct and coordinate immediate steps to preserve life and property; Conducts and/or coordinates long- and short-term investigations; Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-11 grade level: One year of specialized experience (equivalent to the GS-10 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: supervising and providing guidance/direction to security and law enforcement personnel at various levels on duties in response to potential threats of violence, detecting criminal activity, fire and other emergencies; enforcing federal, state, and local laws; ensuring compliance with security and law enforcement policies, procedures, laws and regulations; performs various administrative functions to include review and prepare police activity reports and correspondence, prioritizing, approving/disapproving work assignments, monitoring budget and budget requests, managing/overseeing personnel activity, etc.; may have served as a Police Captain within a police force. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Experience as a security guard or corrections officer is generally not qualifying. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. AUXILIARY POLICE DUTY, SECURITY WORK, AND COLLEGE SECURITY WORK IS NOT QUALIFYING EXPERIENCE. There is no educational substitution for the GS-11 level. The incumbent and all Federal Employees must: Be eligible for Personal Identity Verification (PIV) Credential and must maintain PIV credential eligibility during their services with the agency. Have a successfully adjudicated background investigation and obtain and maintain a required security clearance. Carry firearms for safety and security as required by the VHA Police Service (PS). Be proficient in the English language. Pass an initial pre-employment medical examination and an annual medical examination to include psychological assessment. Must immediately report to the supervisor any significant medical threshold shifts in health status and/or medication requirements. Possess a valid driver's license as a condition of continued employment as a VA Police Officer. Successfully pass Police Officer Standardized Training (POST) at the Law Enforcement Training Center (LETC). Successfully pass the POST/R (refresher) training course on a recurring basis as defined by VA. Complete other mandatory training to remain knowledgeable and skilled in specialized tactics, techniques, and procedures necessary to prepare and respond to catastrophic events, terror attacks and related threats to the facility. Work uncommon tours of duty as needed, to include nights, weekends, holidays, overtime, rotating shifts, and emergency call-backs. Achieve and maintain qualification in the use of agency approved firearms as a condition of continued employment as a VA Police Officer. This includes meeting the provisions of the Gun Control Act (Lautenberg Amendment) of 1968, as amended by Public Law 104-108 and found at 18 USC, Section 992. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
