The primary purpose of position is to serve as a Human Resources Specialist, as well as the Suitability and Fitness Adjudication Specialist at an Air Force (AF) installation Civilian Personnel Flight planning, developing, and carrying out the full range of employee relations and suitability/fitness functions, full adjudication of adverse issues, and management advisory services for assigned organizations.
Duties
Serves as the Accessions Security and Suitability/Fitness Adjudication specialist.
Collaborate with functional managers providing advisory services in resolving difficult, complex, and often controversial suitability/fitness issues.
Independently serves as the HR focal point for one or more employee relations programs.
Provides technical guidance and administrative support for a variety of personnel programs.

- Must be able to obtain and maintain a secret security clearance.
- Travel and relocation expenses will not be paid.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes applying a wide range of accepted practices and procedures associated with suitability and adjudication employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities. Implementing new and improved suitability/fitness measures and procedures. Defining and resolving problems/issues that require difficult judgement calls or involve information that is not clearly related or incomplete.

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge (in-depth) of a wide range of employee relations concepts, case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations; and advise senior managers regarding corrective techniques in response to a wide range of conduct and performance problems.
Knowledge of suitability and fitness adjudication employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities; and troubleshoot very difficult problems referred by less experienced specialists and screening personnel.
Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, affirmative employment, and suitability/adjudication issues and problems.
Skill and ability in pre-investigative review and referral requirements and adjudicating the suitability of applicants for and appointees to High Risk, Moderate Risk, and Low Risk level positions.
Skill in conflict resolution techniques sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determinations.
Ability to effectively communicate orally and in writing and establish and maintain effective working relationships with all levels of personnel to include explaining rules and procedures to employees and advising on their rights and obligations and encouraging objectivity in situations that may be charged with emotions and assumptions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
