The selectee serves as an agricultural marketing specialist within the hemp program and is responsible for implementing and administering all aspects of the Agricultural Marketing Services hemp program regulations with responsibility for policy development and revision, licensing, and compliance for the Hemp Branch. This is a remote position that must be located within the locations listed. The duty station is the selectee's home and must be established within the defined geographic area.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Interviews farmers and agricultural production staff to understand if they are maintaining compliance with all applicable regulations. Creates, manages, updates and uses regulatory compliance forms and highly technical program data to audit and inspect hemp licensees. Maintains information systems and databases to collect, organize, and distribute confidential and sensitive data related to hemp production and its industry stakeholders. Enforces compliance with provisions of laws and regulations designed to regulate the agricultural production of hemp. Coordinates and supports the application process for hemp production licensing.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience coordinating licensing, record keeping, sampling, testing and agricultural growing requirements. Experience providing support and presenting information on agricultural rules, regulations and program guidance. Experience answering stakeholders questions related to agricultural production and regulations. Experience entering agricultural data into databases and summarizing collected data. OR Education: master's degree in a field of study such as business administration, agriculture, agriculture economics, agricultural business, accounting or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Equivalent combinations of education and experience are qualifying for this grade level. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience coordinating and supporting audits, inspections or program reviews related to agricultural commodities. Experience reviewing stakeholder records for compliance with regulations. Experience interpreting guidelines and policies during field or desk inspections. Experience enforcing compliance with provisions of laws and regulations designed to regulate agricultural production. OR Education: successful completion of a Ph.D. or equivalent doctoral degree in a field of study such as business administration, agriculture, agriculture economics, agricultural business, accounting or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Equivalent combinations of education and experience are qualifying for this grade level. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience gathering information related to enforcement and program oversight. Experience presenting information on regulations, policies or agricultural topics. Independent experience completing work assignments and task management. Independent experience advising on topics related to agricultural production, policies and regulations. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09/11 GRADE LEVELS: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
