You will serve as a Safety & Occupational Health Specialist in the Occupational Safety and Health Office, Safety Department, Naval Submarine Support Facility New London, in Groton, CT.

Duties

You will perform safety and health compliance inspections to detect and remedy safety hazards and practices. You will conduct comprehensive safety and occupational health inspections, evaluations, and surveys of all industrial buildings, dry-dock and water front piers. You will apply regulations, standards and sound safety practices to detect hazardous operations and conditions. You will recommend proper safety and occupational health measures to eliminate or minimize the possibility of injury to personnel and damage to property. You will monitor all aspects of the Occupational Safety and Health Program to ensure regulatory compliance. You will maintain the Enterprise Safety Management System (ESAMS) to report injuries and illnesses for military and civilian personnel. You will conduct on-site investigations of motor vehicles, industrial and personal injury accidents to ascertain facts, causal relationships, and determine abatement/corrective action. You will conduct Safety and Occupational Health Training in areas including respiratory protection, personal protection, sight conservation, hearing conservation, back injury prevention, hazardous material control, asbestos, and office safety.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You may be required to participate in medical surveillance programs.
  • This is a bargaining unit position.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience applying occupational safety and occupational health principles, techniques, practices, and standards. Experience understanding and interpreting a full range of complex safety and occupational health laws or other regulatory requirements for high hazard, heavy industrial operations and processes. Experience performing safety and health compliance inspections to detect and remedy safety hazards and practices. Experience applying general industry and maritime standards or other practices and procedures required to evaluate and conduct quality assurance audits of assigned safety programs. Experience with the Ergonomic Program and the ability to understand procedures to anticipate, recognize, evaluate, and control hazards associated with the work-related Musculoskeletal Disorders. Experience with the Mishap Program in order to investigate and report mishaps to determine trend analysis. Experience with Explosive Safety Program administration and execution of explosive operations. SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Substitution of Graduate Education Requirements: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
